- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchase order on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements quote mark to Underwater Engineering Services, Inc., 3306 Enterprise Road, Fort Pierce, FL 34982-8433 for a fixed price base year with 4 option years contract to provide Manatee Protection System maintenance and repairs to 6 locks within the USACE Jacksonville District. The 6 locks are Canaveral Lock, St. Lucie Lock, Port Mayaca Lock, Moore Haven Lock, Ortona Lock and W.P. Franklin Lock. The MPS is a highly sophisticated electronic, digital and mechanical system and requires expertise in many areas to fully understand the interaction and function of all components. The designed operation and performance of the MPS is dependent on all the components working together at all times without interruption. Reliability is key to providing safe Manatee passage through the locks when the locks are in service. Consistency is key to keep the locks open for Navigational traffic during normal business hours without any disruptions to commercial or recreational vessel traffic. Any malfunction of the MPS can result in closure of the locks until the problem is corrected. Therefore, it is in the USACE's best interests to maintain an effective maintenance and repair contract on all MPS's such that preventive measures are regularly performed and corrective action is contractually available for timely response. The primary objectives of this contract are to properly maintain the MPS at all 6 locks by performing regularly scheduled cleaning, calibration, troubleshooting, performance verification, performance alterations, reporting and repairs. Professional execution of these activities is paramount due to the highly technical nature of the MPS and the need to maintain safe and continuous navigational passage through the locks 365 days per year. More specifically, the objective is to have contractual access to a qualified contractor who can diagnose problems within a 24 hour response time and make the repairs in a timely manner. The only way this can be accomplished is through the use of a contractor who fully understands the entire system and can accurately troubleshoot the problem. In addition, spare parts are a key component of a comprehensive Operation and Maintenance and Repair Contract. These parts are highly customized components manufactured by only one entity, Harbor Branch Oceanographic Institute. The list of spare parts needed is identified later in this document. Additionally, another important objective of this contract is to have contractual access to a qualified contractor who can provide knowledgeable underwater dive cleaning, inspection and repairs using qualified dive crews and equipment. The MPS gate components are installed using proprietary systems such as nose guards, special array brackets, wiring protection, cathodic protection and paint coatings. Working on these components while underwater requires unique and detailed knowledge of the existing system such that maintenance and repairs are conducted correctly the first time without damaging other components. This Notice of Intent is not a request for proposals.
