- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 541380 with a small business size standard of $14M. This requirement is 100% small business set aside *** 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Prateema.carvajal@nist.gov. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) Background Information: The National Institute of Standards and Technology (NIST) in Gaithersburg, MD requires the repair and/or replacement of duct connections within the Level-1 cleanroom located in the NanoFab Building 215 of the Advanced Measurement Laboratory (AML). The NanoFab cleanroom was constructed in 2003 and over time, connection bands have loosened, metal flex ducts have split open, and air is leaking into the conditioned return air plenum space. The NanoFab's air systems are a ducted supply and open return configuration. Several pictures of the typical conditions and a mapping of the affected connections are included as Attachments 1 and 2. NIST needs to have this condition abated with minimal disruption to the operating facility. The work includes inspection, and particle count and airflow quantification of the existing installed filters for filter integrity and airflow benchmarking. Repair, patching, re-affixing, or in some cases, replacement of the filter or duct connections is required. After completion of the repairs, all filters are required to be re-scanned to confirm integrity and quantify airflow delta and air balance of each HEPA filter worked on, with a Testing and Air Balancing (TAB) report provided for each. Description: Filter Inspection and Duct Repair for the NanoFab Bldg. 215 The Contractor shall meet the following specifications: Material Specifications: A. HEPA Filters: 1. Filter assembly: a. Factory built and assembled. b. Ducted supply housing with filter replaceable from room side. c. Filter assembly hermetically sealed. 2. Filter: a. Extended surface, 99.99 percent efficient, as certified for 0.3 micron particles in accordance with IES RP-CC-001 for Type C filters. 1) 100 mm (2 inches) deep mini-pleated, disposable type. 2) Initial resistance at 0.508 m/s (100 fpm) face velocity shall not be greater than 100 Pa (0.4 inches water gauge). 3) UL Class 1 listing in UL building materials directory. 3. Filter housing: a. Housing and inlet constructed of minimum 1.6 mm (0.063 inch) thick aluminum, sealed at all joints and seams to ensure airtight housing. 1) 300 mm (12 inch) diameter inlet for 1200 x 600 mm (47-1/4 x 23-5/8 inch) housings. 2) 200 mm (8 inch) diameter inlet for smaller than 1200 x 600 mm (47-1/4 x 23-5/8 inch) housings. b. Aluminum perimeter and internal channels with sealed corners. c. Perimeter skirt for fluid sealing system. d. Filter sizes to fit modular ceiling system. e. Module to include butterfly damper, perforated diffusion plate, filter, white face guard. f. Filter shall be replaceable without moving housing from ceiling system. g. Damper operated from the room (downstream) side of the unit. h. Diffusion plate of minimum 1.6 mm (0.063 inch) aluminum mounted within housing beneath duct connection. i. Face guard of perforated metal. Perforations shall provide minimum 40 percent free area. B. Filter Dampers: 1. Volume control dampers shall be minimum 4 mm (0.157 inch) thick aluminum. 2. Dampers shall be manually adjusted from cleanroom. 3. Damper operator shall provide continuous linear adjustment. 4. Dampers for hooded HEPA filters shall be perforated plate at the inlet duct collar. 5. Damper for standard filters to be side mounted at upstream side of filter. C. Hanging clips: 1. Extruded aluminum, clear anodized after cutting to length, and capable of supporting a 180 kg (400 lb) concentrated load. 2. Mount along grid at locations that do not interfere with light fixtures or compromise grid integrity. D. Flex Ducting: 1. Wire reinforced PVC 2. Helical spring steel reinforcement 3. 100F - 1600F temperature range 4. FDA approved material of construction E. Duct Sealing Tape: NFPA rating of "Non Combustible" 1. Flame spread rating: 25 or lower, in dry condition. 2. Smoke developed rating: 50 or lower, in dry condition. 3. Adhesive: Specifically compounded for maximum adhesion to galvanized and stainless steel. 4. Tape used with flexible air ducts and air connectors shall be listed and labeled in accordance with UL 181B. 5. Tape used with rigid fibrous glass ducts shall be listed and labeled in accordance with UL 181A. 6. Durkee-Atwood "Insta-Seal" Class I; Hardcast FTA-20 and RTA-50; Tremco 440; or United McGill, Uni-Cast tape. F. Duct Sealant: NFPA rating of "Non-Combustible". 1. Flame spread rating: 25 or lower, in dry condition. 2. Smoke developed rating: 50 or lower, in dry condition. 3. Resistant to water and water vapors. 4. Pressure rupture rating: 4 kPa, minimum. 5. Sealer and mastic used with rigid fibrous glass ducts shall be listed and labeled in accordance with UL 181A. 6. Sealer and mastic used with flexible air ducts and duct connectors shall be listed and labeled in accordance with UL 181B. 7. Durkee-Atwood, Permatite Class I; Hardcast 601; or United McGill, Uni-Grip Duct Sealer. Attachments Attachment 1: Pictures of typical conditions of metal flex ducts needing repair Attachment 2: Map of affected duct connections needing repair in the NanoFab Scope of Work a) The work requires multiple mobilizations. b) Only materials approved by the NanoFab and the COTR, in advance, will be utilized. The applicable original building specifications are attached. c) Scan and record data for all filters to be worked on prior to removal or remediation. Identify those filters requiring replacement and report the findings to the COTR. Quantify pre-repair airflow for comparison to post-repair airflow after work is complete. Record nominal pressure drop readings for (2) typical adjacent filters not requiring repair and compare to pressure drop readings for filters requiring repair. d) Where filters are found to be damaged and leaking, repair within the guidelines of IEST Standard IEST-RP-CC-006.3. If standard does not allow for repair, replace with new unit, identical to that in place. Replace all flexible ductwork connections, with identical product, for filters requiring replacement. Filters currently installed are Camfil Model D5-22.37-46.00-N-30-00-D-3294 and Model D5-10.37-46.00-N-30-00-D-3294. This information must be confirmed by the selected contractor prior to beginning work. e) Prior to doing work in an area, vacuum the tops of the filters, ceiling tiles, and light fixtures, with a HEPA filtered vacuum, to remove loose debris. Inspect all filters in the area designated for work and notify the COTR if additional filters, other than those already designated on the work map, require remediation. Receive approval to proceed from the COTR prior to commencing work on any filters not designated on the map. f) Access as many of the filters, indicated for repair, as possible from the adjacent utility chase/galley. Point load of 600 kg (1323 LB) at any location or 70 kg (155 LB) loads at 1200 mm (48 IN) on centers. Do not exceed the ceiling grid loading capacity when working overhead. Design conditions are as follows: a. Total dead load of plenum system not to exceed 55 kg/m2 (11.25 psf). b. Plenum shall be capable of supporting a total live load of 50 kg/m2 (10.25 psf). c. Point load of 600 kg (1323 lb) at any location or 70 kg (155 lb) load at 1200 mm (48 inches) on centers. d. Deflection: Maximum L/360 of span. g) Where access is required from within a cleanroom bay, coordinate the work with the COTR. Prior to removing a filter from the ceiling to repair its supply ducting, construct a clean tent to isolate the area to be worked in from the rest of the operating NanoFab cleanroom. Where filter and/or duct replacement is required over existing process equipment, take care to isolate and protect the equipment from the work. h) After completion of the repairs, all filters are required to be re-scanned to confirm their integrity and to quantify the airflow delta and air balance of each HEPA filter worked on with a Testing and Air Balancing (TAB) report provided for each. i) Any filter requiring repair work will include tightening and re-seating of the filter attachment bands, whether indicated to be loose or not. Attachment bands should be installed over top of the tape. j) For any duct where more than 25% of the circumference requires patching, the complete section of duct will be replaced. k) Any taping of areas where duct is leaking requires a minimum of 3 revolutions around the duct with an overlap of at least 50% of the tape width. l) Method to be used when attaching flexible duct work from main supply trunk to HEPA filter connection: a. PVC flexible duct is to be first connected to the collar of the HEPA filter by using three sheet metal screws, ensuring that the wire in the flexible duct is below the screws. b. Use duct sealing tape (aluminum tape with putty adhered to one side) to then wrap the HEPA filter from the top where the duct collar meets the HEPA metal housing to a point 4 inches above the collar. Make three complete revolutions around the duct collar to HEPA metal housing connection. c. Use a stainless steel banding clip / hose clamp of proper size and place it over the duct seal tape and in the mid-point of the HEPA collar to properly secure the duct seal tape, flexible PVC duct, and the HEPA filter enclosure all together. General Requirements a) Garments are required for working in the NanoFab cleanroom, whether from the chase or inside the bay. b) Contractor to provide their own garments, certified for use in ISO5 cleanroom including coveralls, full head cover, beard cover, latex gloves and shoe covers. Follow all NanoFab site garmenting procedures. c) Utilizing the contractor entrance, Room D108 or D101, depending on the side of the NanoFab requiring access, transfer all equipment into the clean zone and wipe down for cleanroom use. Do not remove cleaned materials or equipment from the clean zone proper without re-cleaning prior to entry. d) Going one bay at a time, assess the access to the indentified filters requiring repair and determine the sequence and access point for each filter. If access is required from the clean bay for remediation, coordinate with NanoFab personnel to discuss requirements for segregation, and equipment safe off. PROVISIONS AND CLAUSES: The following provisions and clauses apply to this acquisition and are hereby incorporated by reference. Offerors' quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. All offerors should ensure the RFQ number is visible on the outermost packaging. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. Addendum to FAR 52.212-1, Quotation Preparation Instructions 1) Price Quotation: The offeror shall submit an original and one copy of the completed price schedule. If the quotation is submitted electronically, additional copies are not required. The pricing quotation shall be separate from any other portion of the quotation. The offeror shall propose a firm-fixed-price for each CLIN. Price quotations shall remain valid for a period of 60 days from the date quotations are due. IDENTIFIED PRICE BREAKDOWN a) Lump sum cost to conduct initial scan and write report, perform the repair/replacement services detailed for all identified filters and locations on the provided site map, re-scan after the repair work is completed and provide report, etc. ____________________. b) Unit price (material and labor) to repair a flex connector __________________. c) Unit price (material and labor) to provide and then replace a HEPA filter, including all duct connections and preparations _______________. d) Unit price (material and labor) to supply and replace (1) flexible duct connection, including removal and reinstallation of the HEPA filter ___________________. e) Unit price (material and labor) to supply / erect and later remove an 8ft x 8ft "clean" tent within the cleanroom bays overtop an individual piece of equipment or tool to prevent debris from falling on tool when work will be performed overhead on the filter and/or ductwork ________________. 2) Technical Quotation: The offeror shall submit an original and one copy of the technical quotation. If the quotation is submitted electronically, additional copies are not required. The technical quotation shall address the following: Technical Capability: The offeror shall demonstrate its understanding of the requirements and provide a concise, detailed, and thorough discussion of its approach and capability to fulfilling the requirements of each task in the Statement of Work/Specifications. The offeror shall describe its proposed methods and techniques. The offeror must demonstrate that its proposed solution meets or exceeds each minimum requirement described in the statement of work by providing a citation to the relevant section of its technical description or product literature. Experience: The offeror shall demonstrate the extent to which it has recently provided similar services. Acceptance of Terms and Conditions: This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. QUOTATION EVALUATION: Evaluation Factors Award shall be made to the offeror whose quotation offers the best value to the Government price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability 2) Past Performance, 3) Experience, and 4) Price. All non-price factors, when combined, are equivalent to price. Technical Capability: Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed solution meets or exceeds all minimum requirements. The Government will evaluate the offeror's technical approach and capability to conducting the requirements of each task in the SOW to determine its overall understanding of the requirements and the extent to which its proposed approach will ensure successful performance of this effort. Quotations that do not demonstrate the proposed solution meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed solution meets a certain minimum requirement, NIST will determine that it does not. Past Performance: The offeror shall provide past performance information regarding relevant contracts over the past two (2) years with Federal, state, or local governments, or commercial customers. If the offeror intends to subcontract with another firm(s) for part of this requirement, that firm's past performance information shall also be provided. If the offeror has no relevant past performance, it may include a statement to that effect in its quotation. The government reserves the right to consider data obtained from sources other than those described by the offeror in its quotation. It is recommended that approximately 3-5 contracts be referenced. The description of each contract/order described in this section shall not exceed one half pages in length. For each contract/order, the offeror shall provide the following information: 1. Contract number; 2. Description and relevance to solicitation requirements including dollar value; 3. Period of Performance - indicate by month and year the state and completion (or "ongoing") dates for the contract; 4. Reference Contact - If a non-Government contract, identify the name and address of the client with current telephone number and email address of a point of contact of the client responsible for the contract; 5. Contracting Office - If a Government contract (Federal or state), identify the Procuring Contracting Officer (PCO), administrative Contracting Officer (ACO), and Contracting Officer's Representative (COR), and their names, current telephone numbers and email addresses. 6. Problems Encountered - include information regarding information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems. CONTRACTOR'S MINIMUM QUALIFICATIONS a) Attendance at a mandatory site visit to fully review the existing site conditions. b) An NEBB certified technician who will be on site at all times during the work. This person must have completed at least 10 projects within the last year, and be experienced with applicable ISO Standards, IEST Recommended Practices, and Fed Std 209E. Provide resume of NEBB certified technician. For each of the 10 projects, provide project scope, location, cost, and customer point of contact's name and phone number. c) Documentation of ownership and calibration of particle scanning, airflow measuring, and pressure differential reading equipment. d) Copy of company's "build clean protocol". e) A project specific execution plan, detailing the proposed means and methods and providing a manpower loading and timeline. Provide an assumed productivity per man day so that the NanoFab can assess the optimum sequence to allow for minimal impact to their operations. Note that the available business hours to work in the NanoFab are Monday to Saturday, 7:30 am to 4:30 pm. f) A project specific safety plan that addresses all phases of the work, to include addressing the engineering controls to be taken, the Personal Protective Equipment to be worn, etc. Experience: NIST will evaluate the extent of the offeror's experience providing similar services. Price: The Government will evaluate price for reasonableness. Past Performance, Experience, and Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor. 1352.233-70 AGENCY PROTESTS (APR 2010) (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority.
