- This synopsis is for a commercial acquisition using Commercial Acquisition procedures under FAR Part 13.5. Contract will be a firm fixed priced requirement type contract. The NAICS code is 238220 with a size standard of $14M. This requirement will be posted 100% set-asdie for small business. The contract term anticipated will be base plus four option periods. The aniticipated effective date will be 01 NOV 2014. The Contractor shall provide all labor, management, supervision, tools, materials, transportation, and equipment necessary provide monthly preventive maintenance (PM) for condenser water treatment system for ten (10) open cooling towers located at various Army military installations on the island of Oahu, Hawaii. Perform work during Governments normal working hours, 7:30 a.m. 4:00 p.m., Monday through Friday, excluding Federal holidays Contractor shall perform maintenance on non chemical and chemical cooling tower services as follows: The Contractor shall perform preventive maintenance for Non Chemical Condenser Water Treatment Systems per manufacturer's recommendation to include but limited to the following. 1 Perform make-up and cooling water analysis 2 Inspect systems and the existing blow down for functionality. 3 Calibrate and clean conductivity probes or other instrumentation related to blow down. 4 Visually inspect overall system condition (service visits may be timed to coincide with the opening of certain system components such as a chiller). 5 Perform an analysis of pH, conductivity, and heterotrophic bacteria plate count. 6 Perform corrosion coupon testing with analysis to be provided by an independent test agency. 7 Provide copies of all analysis within two weeks of sampling. The Contractor shall perform preventive maintenance for Chemical Condenser Water Treatment Systems per manufacturer's recommendation to include but limited to the following. 1 The contractor shall monitor bacterial grown in the condenser water with dip slides of the Easicult variety. The acceptable bacterial population shall be less than 10,000 colonies per milliliter. 2 Algae grown shall be monitored through visual observation. There shall be no traces of algae grown on or around the cooling tower. The COR or SME shall be the final judge in determining the adequacy of the Contractors algae control program Solicitation will be posted on or about September 06, 2013.
