- NASA/GRC has a requirement for the following software: (1) EA SPACECRAFT & DSP SIMULATOR - Programmable Telemetry Processor (PTP) software bundle configured to emulate the SGSS spacecraft and DSP element; delivered as a Windows executable package and license. Part # PTP-SW-DSP (1) EA SLE PROVIDER SOFTWARE - Configurable Ground Systems (CGS) software bundle configured aS an SGSS USG SLE node; delivered as a Linux executable package and license. Part # CGS-SLE-PROV (1) EA SLE USER SOFTWARE - Configurable Ground Systems (CGS) software bundle configured as an SGSS user MOC SLE gateway; delivered as a Linux executable package and license. Part # CGS-SLE-USER (1) EA USER MOC SIMULATOR SOFTWARE - Programmable Telemetry Processor (PTP) software bundle configured to emulate the SGSS user MOC; delivered as a Windows executable package and license. Part # PTP-SW-MOC Forty (4) hours Integration Support The Space Communications and Navigation (SCaN) Program Systems Engineering (PSE) is developing an emulation facility based on the Space-Network Ground Segment Sustainment (SGSS) project. In doing so, the SGSS project has specified the Ingenicomm Space Link Extension (SLE) as the standard protocol for transferring data. Ingenicomm SLE is designed to provide a standards-compliant mechanism for extending space-to-ground telemetry and command links from remote terminal sites to mission operations centers and end users. The software is capable of transporting SLE data at rates up to 1.5 Gigabits per second and processing CCSDS telemetry at rates greater than 4.5 Gigabits per second. The PSE emulation facility must have the exact same software as specified by the SGSS project,since the PSE emulation system will verify both hardware and software interfaces to those being provided by the SGSS program. NASA/GRC intends to purchase this software from INGENICOMM, INC., 14120 Parke Long Ct., Ste 210, Chantilly VA 20151. This vendor has developed the software, owns the source code and has proprietary rights to it. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The sole source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 27, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
