Description
Naval Air Systems Command (NAVAIR) intends to negotiate and award a Basic Ordering Agreement (BOA) to the Hamilton Sundstrand Corporation (HSC), a UTC Aerospace Systems Company, Windsor Locks, CT for the technical assistance, flight test and evaluation support, sustaining engineering, and logistics/modification support, including the Component Improvement Program (CIP) for the NP2000, 54460, and 54H60 propeller systems. Additionally, this BOA will be in support of depot-level maintenance, component repair and repair development for only the NP2000. This BOA will be in support of the U.S. Navy, the U.S Air Force and Foreign Military Sales (FMS) countries. The period of performance of the BOA is five (5) years after date of award. Potential future Orders will be issued as Fixed Price or Cost Type Orders. HSC is the sole designer, developer and manufacturer of the NP2000, 54460, and 54H60 propeller systems, and as such is the only source with the requisite knowledge, experience, and technical data necessary to continue production of the propeller systems and the only source with the design and performance data necessary to provide flight test and fleet evaluation, maintenance and logistics support of these propeller systems. Accordingly, HSC is the only known qualified, responsible source that can fulfill the requirements specified herein. The proposed BOA is for potential future Orders for the supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source', and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. All responses received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed contracts based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
