- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with L-1 Standards and Technology, of New Windsor, Maryland, for the purchase of ACR control system electronics under other than full and open competition by the authority of FAR subpart 13.106(1)(b). NIST's PML Sensor Science Division has a requirement for a complete control electronics system designed specifically for operation of an absolute cryogenic radiometer (ACR) and which enables low-noise power measurement data acquisition. The required system includes two independent temperature control circuits with AC resistance bridges and heater outputs, power supply, all necessary cabling, and LabVIEW-based control and measurement software. The stability and resolution of the system must be sufficient to allow repeatability of less than 10 ppm for powers above 10 uW and an absolute power noise-floor less than 1 pW. The required ACR control electronics will be deployed in NIST's existing absolute cryogenic radiometer (ACR), which is a type of primary optical standard detector which allows optical power to be traced directly to calibrated electrical power. NIST currently owns three sets of these specialized control electronics (model TC-02), which were obtained from Cambridge Research and Instrumentation (CRI) many years ago. CRI has since sold its line of ACRs and ACR electronics to L-1 Standards and Technology. Since NIST's original purchase of its ACR control electronics, L-1 has replaced the TC-02 model with an updated and improved version, the TC-04. NIST intends to purchase three of the L-1 TC-04 units as a direct replacement and upgrade of its existing CRI TC-02 units. The L-1 Standards and Technology TC-04 ACR control electronics are the only ones available in the marketplace; this type of electronics is a very specialized niche item (only used by other national standards laboratories) and there are no other commercial providers. The TC-04 units are completely compatible and interchangeable (in terms of hardware and software) with NIST's ACR system. To attempt to design, fabricate, test, and calibrate such ACR control electronics in-house using commercial components would be cost-prohibitive both in terms of hardware and labor costs. L-1 Standards and Technology is the only responsible source for the required ACR control electronics. The TC-04 units are the only ACR control electronics commercially available that are 100% compatible in terms of hardware and software with NIST's existing Absolute Cryogenic Radiometer. No other suppliers can satisfy NIST's requirements. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (Eastern) on August 4, 2013. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
