- Fencing Statement of Work Fencing Area Picture Fencing Drawing This is a combined synopsis/solicitation for commercial construction services prepared in accordance with the format in Subpart 12.6, with additional information included in this notice under FAR Part 13, Simplified Acquisition Procedures, and FAR Part 36, Construction and Architect-Engineer Contracts. The solicitation number for this acquisition is: 483-13MR-7239(A) and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. The Mine Safety and Health Administration intends award a contract for asphalt paving as identified in the attached Statement of Work. All work will be performed under a single firm-fixed price construction contract, to a single contractor; wages shall be subject to the Davis-Bacon Act. This announcement constitutes the only solicitation; and proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED, AND TELEPHONE REQUESTS OR FAX REQUESTS WILL NOT BE ACCEPTED. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE www.fbo.gov WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. All vendors should pre-register with System for Award Management (SAM) at https://www.sam.gov. The solicitation number for this acquisition is: 483-13MR-7239. The NAICS codes for this procurement are 238190/238990. The small business size standard is $14 million. The magnitude of this project is between $20,000 and $40,000. The Mine Safety and Health Administration has a requirement to remove, relocate and/or replace as necessary approximately 312 feet of perimeter fence along the West Virginia Academy. This acquisition is 100% set aside for small business concerns. The Mine Safety and Health Administration (MSHA) intends to issue a firm fixed price contract to a single contractor for the West Virginia Mine Academy fence replacement. The complete description of the Schedule of Items can be found on the attached Statement of Work. Weather conditions will be a determining factor in deciding the period of performance and the start date, project completion goal is no later than September 30, 2013. NOTE: A site visit will be conducted for this project on Wednesday, August 26, 2013 2:00 pm. All interested parties are strongly encouraged to attend. This solicitation is intended to be a "Best Value" procurement with past experience to be equal to price in the selection of the most responsive, responsible offeror. Award may be made to a firm other than that offering the lowest price. Any interested firm shall be able to provide a list of previous jobs showing experience in completion of the work described above. The Government intends to evaluate offers and award a contract without discussions with Contractors. Therefore, the Contractor's initial offer should contain the Contractor's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The following factors shall be used to evaluate offers: 1) Technical Approach 2) Past Performance 3) Price Pricing should reflect fully burdened labour rates, and include material, delivery, and installation.
