Description
Notice of Intent to Sole Source Solicitation Number: R13PS30407 THIS PRE-SOLICITATION NOTICE IS ADVERTISED AS AN INTENT TO SOLE SOURCE. As provided under FAR 6.302-1, this Project will be solicited on a noncompetitive basis as "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements". The Bureau of Reclamation (Reclamation), Lower Colorado Regional Office, Boulder City, Nevada, has a requirement for professional services to review, assess and report on the potential economic costs associated with the declining Salton Seas. The assessment will result in a full color report posted on the Pacific Institute website which will address the economic impact to health care for residences downwind of the Salton Sea. It will also report on the impact to recreational revenues, property values in Coachella and Imperial Valleys and to the local agriculture. Reclamation intends to award a purchase order for this requirement on a sole source basis, to Pacific Institute for Studies in Development, Environmental and Security located at 654 13th Street at Preservation Park in Oakland, California. Market research determined that Pacific Institute is uniquely qualified to perform on this requirement as they have over a nine year history studying, developing and evaluating restoration concepts related to the Salton Sea and surrounding areas. The Institute previously conducted an assessment in 2006 and will utilize their previous findings as a foundation to this analysis. A Justification for Other Than Full and Open Competition has been prepared in support of this acquisition. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is September 12, 2013. This notice is being provided for informational purposes only. All responsible sources are welcome to submit a capability statement, proposal or quotation by August 27, 2013, 4:00 PM Pacific Standard Time. Said submittals will be reviewed and considered by Reclamation when planning solicitations for future requirements Responses to this notice must be emailed to Liz Bailey at eebailey@usbr.gov and shall clearly state the solicitation number and subject. The North American Industry Classification System (NAICS) code is 541620 - Environmental Consulting Services and the size standard is $14.0 million.
