- Terms & Conditions/Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG5522S130001 is being issued as a Request for Quotes RFQ. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The NAICS code applicable to this acquisition is 333111 with a small business size standard in number of employees of 500. Acquisition is full and open and not restricted to any business size. The USDA, ARS, MWA, SWQL,Wooster, OH, has a requirement/need to purchase a plot combine. THE MINIMUM REQUIREMENTS INCLUDE: Plot combine with: Working hour meter, wheel base 2320mm, hydrostatic drive, stepless front/rear speed 0-16 km/h, operation with multifunctional lever, with threshing house conveyor belt, cleaning fan adjustable, pneumatic grain delivery with adjustable blower, diesel engine 2200ccm with engine bonnet, water cooled, 38kw (52 HP) at 3000 rpm, front wheels 7.50 - 16 AS& 205 mm tire width & 1175 mm track width & 1380 mm outer wheel width, rear wheels 7.00 x 8.5-10 & 186 mm tire width, 1155 mm track width, 1341 mm outer wheel width, uni-flow header with intake auger/conveyor combination and feeding roller for damage-free continuous transport of crops, cutting width 150 cm (60"), with swingable crop dividers, extend cutting width left and right side by 10 cm, hydraulically stepless adjustment of reel speed, manually horizontal quick adjustment on the reel, hydraulic knife drive, 2 brush bars on reel, 150 cm, 6 crop lifters for harvesting lodged plots, 150 cm header, variator for stepless adjustment of threshing drum speed, 330 - 2100 rpm with digital display, switch to show drum speed or cleaning fan speed, dia. Of variator disc 280 mm, with unplugging wrench, concave T = 12mm, with deawner bars, for cereals, peas, soya, sunflower & sorghum, shaker (graepel type) 20 mm, equipped with one step and metal slope guides for cereals, peas, soya, sunflower & corn, cleaning sieve (graepel type)1, hole 20 mm, sidemounted sacking device for 2 person harvesting operation with cyclone and bagging platform, topmounted sacking device on the right side of the driver (additional to the sidemounted sacking device), first set up & training, installation of enclosed parts, set-up to customer requirements, explanation of operators manual, test run of machine, explanation of maintenance procedures & delivery of plot combine and parts and accessories. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the descriptive literature describing their proposed service in enough detail to ascertain whether the service meets the criteria listed above. REJECTION OF QUOTE: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1. a Quote on company letterhead detailing the item description, and unit price per item and total price; 2. descriptive literature, brochures, information on service and support. DELIVERY TO: USDA-ARS-MWA-Admin, 4279 E. Mt. Hope Rd., East Lansing, MI 48823. QUOTE PRICE MUST INCLUDE: any freight or shipping, as well as any applicable duties, brokerage, or customs fees. EVALUATION & AWARD FACTORS The Government will award a contract resulting from this solicitation to the responsible Offeror (s) whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Offers will be evaluated on price and equipment specifications. The contractor shall provide a copy of its standard commercial warranty -if applicable- with this response.
