- This requirement is for the rental, maintenance, delivery, pick-up and training required for hospital grade negative pressure wound therapy device, a portable negative pressure wound therapy device, and a negative wound therapy device with installation and drainage capabilities. The wound therapy device must provide its own suction and be capable of delivering suction at a range of at least 50-190 mmHg. The negative pressure therapy must be able to be used on either intermittent or continuous suction. Services are required for Dwight David Eisenhower Army Medical Center, Fort Gordon Georgia, in accordance with the Performance Work Statement. PERFORMANCE WORK STATEMENT: 1.1 General. This requirement is for the rental of a hospital grade negative pressure wound therapy device, a portable negative pressure wound therapy device, and a negative wound therapy device with installation and drainage capabilities. The wound therapy device must provide its own suction and be capable of delivering suction at a range of at least 50-190 mmHg. The negative pressure therapy should be able to be used on either intermittent or continuous suction. 1.2 Scope. The negative pressure wound therapy contract only includes rental, delivery, pick-up, maintenance, and training on the use of the negative pressure wound therapy device. The purchase of any additional product(s) is not a part of this contract and no additional supplies can be ordered using this contract. 1.3 Consumables. The dressing, tubing, adhesive drape, and canister components of the negative pressure wound therapy device must be single use, disposable, latex free, and in sterile packaging. 1.4 Canister. The canister must be a closed system with the appropriate absorption material already added so that the disposal of filled canisters into bio-hazardous waste will follow Dwight D. Eisenhower's Hazardous Waste Program, Georgia State's OSHA, and Federal requirements. 1.5 Contingency. As part of Dwight D. Eisenhower's Army Medical Center's Emergency Preparedness Plan, the supplier of the rental devices must be able to supply logistics with the necessary disposable components to continuously maintain a par level for supplies so that Dwight D. Eisenhower would have all necessary supplies for any given 96 hour time period. 1.6 Dressing Requirements. The negative pressure wound therapy device must be compatible with a variety of foam dressing types to include foam dressings that are silver impregnated, dressings designed for tunneling wounds, larger dressings for abdominal or trunk wounds, and specialty dressings for hands and feet. The dressing must have the capability of being disconnected from the negative pressure device and capped or closed for infection control purposes. In order to reduce costs where possible, there should also be a Y-connector available to make it possible for the negative pressure wound therapy device to provide therapy to more than one wound and/or to use a dressing to bridge wounds on a single patient. The purchase of these additional components must be done through the material branch division. 1.7 Training. The vendor will also be required to provide training on proper use of equipment and techniques for dressing placement as well as indications and contraindications for negative pressure wound therapy to all levels of Dwight D. Eisenhower's staff, to include the Surgeons placing the dressing, the nurses monitoring the patients, and the clinical Engineering Department. At a minimum, some form of training must be provided to the facility by the vendor quarterly. 1.8 Delivery & Pick-Ups. Due to the 24-hour mission of Dwight D. Eisenhower, the delivery time of the negative pressure wound therapy device must be no longer than 4 hours. In addition, between two and five additional devices will be kept in storage at Dwight D. Eisenhower at no cost until the vendor is notified that the device is being used. Renewal of the used negative pressure therapy device from the soiled utility rooms located in the inpatient wards must be completed within twenty four (24) hours from notification of the discontinuation of therapy. 1.9 Maintenance. Maintenance and repairs of the negative pressure wound therapy devices is to be performed by the vendor. Pre-use maintenance records will be provided to Dwight D. Eisenhower's clinical Engineering department. Maintenance of rental equipment must meet the standards of the Clinical Engineering Department. A service technician must be on call and available to come to Dwight D. Eisenhower upon notification that equipment is not functioning properly. Response time will be no longer than four (4) hours. 1.10 Invoicing. Invoicing will be done on a monthly invoice. Once the invoice has been approved, it must be submitted into WAWF as a 2-in-1 invoice. This contract will be a pay-per-use contract. There is no minimum usage requirement for the rental of the negative pressure wound therapy devices. 2.1 Performance Measurements 2.1 Outcome. The contractor shall provide Dwight D. Eisenhower Army Medical Center with negative pressure wound therapy devices, including: delivery, pick-up, training, maintenance and 24/7 technical support. 2.2 Standards. Acceptable measures include: the delivery of equipment within 4 hours after notification, on-going and continuous maintenance services, training of government personnel in the operation of the equipment, 24/7 availability of technical support and pick-up within 24 hours after notification. Other performance factors, which may be monitored and are not quantified by numerical measurements include: the Contractor's relationship with hospital staff/government personnel, accurate and timely invoicing. 2.3 Surveillance. The Contracting Officer's Representative will monitor contractor performance by verifying timely delivery and pick-up, monitor maintenance and operation of equipment, verify the availability of technical support, monitor invoices received and the general business relationship between the Contractor's staff and Government personnel.
