Description
The Department of Veterans Affairs, Network Contracting Office 7, intends to award a one year, and four (4) option years, sole-source contract to procure annual inspection on the Fire Alarm System at the Ralph H. Johnson VAMC from Simplex Grinnell LP. The contractor supporting inspection service of the fire alarm system shall provide: All labor, supervision, and test equipment necessary to inspect and test the entire fire sprinkler system, per NFPA requirements, and its associated components: 1. VALVE TAMPER SWITCHES TEST PER NFPA 72 - QUARTERLY (APPROXIMATELY 95 devices) 2. SPRINKLER FLOW METERS - QUARTERLY (APPROXIMATELY 70) TEST PER NFPA 72 3.Inspect and test fire pumps under flow, two fire pumps - annually test per NFPA 25 - FIRE PUMP MFG: Firetrol Model FTA900BD100B and Allis Chalmers Model 14-957-590-16-021. 4.Conduct water flow test per NFPA 25 every five years - due September, 2011. 5. Visually inspect sprinkler heads annually per NFPA 25 - CENTRAL QUICK RESPONSE SPRINKLER HEADS - SQUARE footage of bldg., 500,000. 6.Conduct flow test of the fire hydrants annually - Nine (9) hydrants, test per NFPA 25 - and lubricate annually. Mfg. of hydrants: Mueller - Barrel Size 5-1/4" 3 way hydrants. The existing fire alarm controls and suppression system are old and have proprietary parts with which Simplex Grinnell are familiar with and have been working and inspecting for the past seven years. They have intimate knowledge of the Computer and Telephone room dry fire suppression system that has allowed us to successfully complete fire Suppression testing without unscheduled computer shutdowns. The intimate knowledge of our ever changing facility (from construction changes) has minimized the disruption to patient care in our facility. During the installation of our new Fire Alarm Control System it is imperative that our facility maintain the knowledge held by Simplex Grinnell staff of placement of our life safety features that have changed over the year. Simplex Grinnell have maintains and updates Sprinklers architectural drawings of Ralph H. Johnson VAMC's tamper valves and flow switches to ensure all features are inspected within NFPA standards. NAICS Code: 561621; Security Systems Services (except Locksmiths) (Size Standard $19.0m) This proposed procurement is for services for which the government intends to solicit and award with only one source in accordance with FAR 6.302-1(b)(1)(i), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement no later than September 2, 2013, 4 p.m. EDT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
