Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number, HSFE50-13-Q-0030 is issued as a Request for Quote (RFQ), is for the purchase of twelve (12) each, Comtech EF Data, Part Number # LBC4000.1A010.U71 O.SOOO, LBC-4000 L Band Up Converter IDU. Base Unit CEFD Front Panel, 90-364 VAC Primary Input Power, 75 Ohm IF Impedance, Block Converter Module, Up converter, 70 MHz IF / 950-2000 MHz, 75 Ohm IF Impedance, and Standard USA Primary Input AC Power Cord, OR EQUAL to include delivery of two (2) each to all six (6) Department of Homeland Security (DHS) MERS Detachments. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2005-69. This RFP is being issued as a HUBZone Small Business Set-aside. The NAICS code for this requirement is 334220, for which the Small Business Size Standard is 750 employees. Only one award will result from this solicitation, via the issuance of firm-fixed-price contract. FOB Destination pricing is preferred. SPECIFIC TASKS: Successful contractor shall provide delivery of 12 each L Band Converters and any other necessary expenses to deliver them to the sites below. These items are L-band satellite converters for the MERS units to continue to utilize their existing high power amplifiers in the Ku band satellite equipment installed inside the Trailer mounted Ku systems and the Portable Ku systems they currently possess. FEMA is in the process of changing its satellite bandwidth transmission standard from Frequency Division Multiple Access (FDMA) to Time Division Multiple Access (TDMA). Due to the requirement to convert all existing MERS FDMA transmissions to TDMA transmission all Ku satellite modems are required to be replaced with digital based modems. These TDMA modems all operate with an output 950-1450 MHz range vice the 70 MHz output range of the FDMA modems requiring this purchase vice changing the entire transmission equipment scheme in all the equipment. In order to convert the 7 Trailer Mounted Ku systems and the 5 portable Ku, these items are required to convert the systems from the existing FDMA to the new TDMA. Please provide the Unit and extended price for each to include delivery. Each location will inspect and accept item. TIN Number: ________________________ BASIS FOR AWARD: The Gov't will make award to the responsible/responsive offeror whose proposal will be most advantageous to the Gov't based on lowest price/technically acceptable factors. Offerors shall provide a detailed price proposal to include delivery to all locations. The price proposal shall be broken down and totaled in order for the Government to perform a complete evaluation of the proposed price. In order for an offeror to be considered technically acceptable, the following mandatory requirements must be met: (a) Offeror must provide the exact or an equal description of the specifications above. Offeror's must be registered in the System of Award Management (SAM) database (via the Internet at http://www.sam.gov). Offer needs to include a completed copy of the provision 52.212-3, Offeror Respresentations and Certifications-Commercial Items, unless the SAM page is up to date. The provision at FAR 52.212-1 "Instructions to Offerors--Commercial" applies to this acquisition. Prospective sources are reminded that award can only be made to a Contractor who is registered in the SAM database and who has completed the annual representations and certifications as identified above. BRAND NAME OR EQUAL: Recommended manufacturer and equipment was determined to be the best and current manufacturer for L Band Satellite converters. If offering an "OR EQUAL" product, offeror must establish the proposed product is truly equal to that requested. Failure to provide such information may be grounds for rejection or proposal without further review. No substitutions will be accepted without information and/or documentation. The evaluation of the "or equal" alternative item will be made by the technical team. If you quote an "or equal" item, you must provide name, model number, description, size, picture, and all other descriptive literature, specification sheets, etc., in order to allow the Government to perform an evaluation of your proposed product. This information is required in order to determine if your proposed product will meet the Government's minimum requirements. You must provide the same information that is currently in the specifications attachment. The information must be included as an attachment to your proposal on the response date of this solicitation.
