- AMENDMENT A0002 AMENDMENT A0001 AMENDMENT 0002 THE PURPOSE OF THIS AMENDMENT IS TO STATE THE DATE FOR DELIVERABLE #2 IN THE STATEMENT OF WORK IS ONE (1) YEAR AFTER DATE OF AWARD. AMENDMENT A0001 THE PURPOSE OF THIS AMENDMENT IS TO UPLOAD THE SOLICITATION. THE DUE DATE FOR RECEIPT OF OFFERS IS 8/27/2013. The U.S. Department of Commerce, National Marine Fisheries in St. Petersburg, FL Intend to award a purchase order to test the effects of longline hooks on marine mammals to examine the potential for serious injury as a result of bycatch. Experiments are to be conducted in support of efforts by the Pelagic Longline Take Reduction Team (http://www.nmfs.noaa.gov/pr/interactions/trt/pl-trt.htm) and the False Killer Whale Take Reduction Team (http://www.nmfs.noaa.gov/pr/interactions/trt/falsekillerwhale.htm) to decrease the hooking of pilot whales (Globicephala spp.) and false killer whales (Pseudorca crassidens) in longline fisheries. Section 118(f)(1) of the Marine Mammal Protection Act (MMPA) requires the National Marine Fisheries Service (NMFS) to develop and implement take reduction plans to assist in the recovery or prevent the depletion of each strategic marine mammal stock that interacts with Category I and II fisheries. It also provides NMFS discretion to develop and implement a take reduction plan for any other marine mammal stocks which interact with a Category I fishery, which the agency has determined, after notice and opportunity for public comment, has a high level of bycatch across a number of marine mammal stocks. A key research area or bycatch mitigation measure for the Pelagic Longline Take Reduction Plan (PLTRP) and False Killeer Whale Take Reduction Team (FKWTRP) include the use of weak hooks in longline fisheries. The physical effects of these weak hooks on bycaught marine mammals are unknown, although it is presumed that weak hooks would cause less injury than other hooks utilized by the fisheries. The purpose of this contract is to examine the physical effects of weak hooks and/or other longline hooks on marine mammal carcasses to evaluate the potential injury caused by hooking. The Contractor shall provide personnel, materials, equipment, supplies (other than longline hooks), and all other items necessary to test the effects of longline hooks on marine mammals to examine the potential for serious injury as result of bycatch. The Contractor must be legally authorized under the MMPA to possess marine mammal parts for scientific research purposes. The Contractor shall:(1) test the mechanical properties and behavior of up to eight different types of commercially available and/or experimental weak hooks (multiple tests should be conducted per hook type) used in the mid-Atlantic pelagic longline or Hawaii-based deep-set and shallow-set longline fisheries; and (2) investigate, using stranded marine mammals (either short-finned (Globicephala macrorhynchus) or long-finned (G. melas) pilot whales, Risso's dolphins (Grampus griseus), or false killer whale (Psuedorca crassidens)), how these hooks interact with soft (lip) and hard (jaw) tissues of the odontocete mouth. Hook types to be tested will be determined by the government. Tests will provide data on the (1) forces required to straighten and/or break the longline hooks, (2) modes of hook interaction with, and release from, odontocete mouths, and (3) potential of hook types to cause serious injury (e.g. bone fractures). The period of performance for this contract shall be one year from the time of award.
