- Description: The Defense Threat Reduction Agency (DTRA) Research and Development Directorate, J9, is seeking information from respondents who possess the capability to provide a comprehensive automated research library tool that includes: automated references/citations, author, title, and/or subject search applications, along with a compatible automated reference/citation management system. The comprehensive, rapid, automated search-engine would identify appropriate published abstracts, and demonstrate the ability to obtain full journal articles across the range of technical and scientific disciplines, enabling the professional staff to perform their responsibilities to identify, fund, and manage research projects consistent with the DTRA mission. The technical and scientific disciplines of interest include, but are not limited to, all aspects of the physical, life, social, and medical sciences, across the spectrum of basic and applied sciences, including chemical, biological, radiological, and nuclear defense, as well as any weapon of mass destruction and related topics. Required Information: Submit company information: name, address, cage code, and DUNS; provide the North American Industry Classification System (NAICS) code that is most appropriate for these services and state why it is most appropriate; submit company size standard under the suggested NAICS code; state the quality assurance procedures your firm currently has in place. The information should be submitted via e-mail to rosemarie.trevino@dtra.mil, with a cc to brian.nuckols@dtra.mil. Hard copy submissions will not be accepted. Submit a Capabilities Statement (five-page limit) and a PowerPoint presentation (ten-slide limit) addressing the required information (see Summary of Capability Information Sought below) and any additional information the respondent deems appropriate. A rough order of magnitude (ROM) cost estimate for the services outlined above over a five-year period should be provided. Summary of Capability Information Sought: 1. Comprehensive automated search engine by author, subject, and/or institution a. Ability to search and sort all the published peer-reviewed scientific literature across all the basic and applied sciences, including the engineering sciences b. Quickly identify scientific abstracts, researchers, and/or institutions, and electronically obtain full-articles from all publishers in a seamless and integrated manner c. Access to a searchable 'chemical structures database' system d. Access to historical peer-reviewed articles back to at least 1920, obtaining appropriate bibliometrics (e.g. journal impact factors, citation counts and citation maps, etc.) 2. Comprehensive real-time full-article access, via a web-based computer system, at a reasonable cost, with the ability to track spending with precision at the individual requester level. 3. Ease of use and speed; if possible ‘One-Stop-Shopping' through web-based links 4. Close-to-real-time delivery of full-articles, either instantaneously or by email, in a.pdf-like format 5. Compatible, automated, and integrated reference/citation management system 6. Capability to provide complete bibliometrics and other analytic products, including journal impact factor, citation counts and maps by journal and by location, etc. 7. Analytics for individual authors including, but not limited to: Sum of times cited, number of citing articles, average citations per Item, h-index for an author, etc. 8. Capability to provide an efficient Training System to orient new users, introduce new tools and refresh the skills of all users 9. ROM cost estimate This Sources Sought notice is solely for the purpose of gathering information and does not constitute a solicitation or the issuance thereof. All information received in response to this notice that is marked proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted will not be returned, and no payment will be made by the Government for such information. No formal RFPs or other solicitations regarding this announcement are available at this time. Information provided herein is subject to change and in no way binds the Government to solicit for proposals or award contracts. DTRA is accepting questions regarding this notice but will not be providing responses. The questions will be used to develop more information and receive input from industry regarding this system. The notice is strictly a request for capability packages. If a formal RFP is issued as a result of this notice, Q&A will be allowed at that time.
