An estimated 5 Units will be required per week (Approx 20 hours per week) STATEMENT OF WORK Non-Personal Services Contract for Education Advisor SHAPE, Belgium 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned, for AF personnel assigned to SHAPE, Belgium and Chievres AB, and their family members. 2. PERIOD OF PERFORMANCE: Contract start date is 1 Oct 2013 through 30 Sep 2014, with additional 3 year option. The selected contractor/individual must have at least one year remaining at the current duty station to provide for continuity. 3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is required. Masters degree and/or 15-30 semester hours in counseling, secondary education or a related discipline is preferred. Excellent customer service skills and verbal communication skills are essential. Must have gained experience in a similar position on a military installation within the last 12 months. Appropriate related professional work or volunteer experience of at least 1 year is desirable. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS NT, Microsoft Word, PowerPoint, Excel and Access is desirable. Bids shall be submitted with qualification and school transcripts that reflect the award of the degree(s) for technical review to the 52 Contracting Squadron, Bldg. 128, 54529 Spangdahlem Air Base, Germany. Contractor shall perform at a minimum of one year. 4. WORK HOURS/DAYS: A unit shall consist of a four hour time block during which appropriate counseling and advisement services are provided. The AEA shall provide at least a minimum of five counseling sessions per unit. Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0800-1600 M-F. Normally, only one call per day will be made with a maximum of two calls daily during peak periods, school registration, etc. It is estimated that five units will be required per week. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. 5. GUIDELINES: All tasks shall be accomplished in accordance with AFI-36-2306 and all other pertinent Air Force, United State Air Force Europe (USAFE), DANTES and local command policies and publications. Contractor will have read AFI-36-2306 and will become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. The AFIs will be made available upon request (available through on-line reference material. The handbook, guide and school catalogs are available in the Education office. 6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS: a. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employee and non-government owned vehicles. b.Traffic Laws. The contractor shall comply with base traffic regulations. c. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on Spangdahlem AB. d. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. e. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment. f. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. g. Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge. h. Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. 1) The contractor shall immediately report to the Education Services Officer or Program Manager any occurrences of lost or duplicated keys. 2) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor. 3) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas. i. Lock Combinations (IF APPLICABLE) The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers. 7. SPECIAL REQUIREMENT: Incumbent must inform the ESO of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of 1 week or more must be scheduled with the ESO at least 2 weeks in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year. Leave will not be scheduled 2 weeks prior to the end of on base college registration periods. The contractor may utilize the services of a trained substitute after advising the ESO and receiving permission. 8. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. 9. SPECIFIC TASKS: The AEA shall provide the following services as the needs of the students dictate. a. Advises active duty AF personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs. b. Advises AF personnel of Professional Military Education (SNCOA, SOS, AFIT, ACSC, AWC) programs available for enlisted personnel and officers by correspondence, in residence or seminar format and assists them in registering for appropriate programs. c. Provides information and required forms to prospective applicants of specialized AF programs to include (but not necessarily limited to): AF Educational Leave of Absence, AECP, LEAD, SOAR, AFROTC/ASCP, and OTS. Performs preliminary check for accuracy and completion of application package. The contractor will assist applicants with determination of their grade point average (GPA) requirement according to specific program guidelines. Refers applicants to Education Counselor for final check of package prior to mailing. d. Provides information regarding Air Force tuition assistance, VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications. Processes AF TA forms via the AFAEMS Central program. e. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals. f. Must be thoroughly familiar with the DANTES testing program and advises students of DANTES tests that are applicable to their programs of study. Administers and interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process. g. Assists AF students in changing education level codes by preparing appropriate correspondence, forms, and academic documentation required to update individual AF personnel records with their current educational status. After document verification by an ESC or designee, forwards information to the appropriate agency via mail, fax, or computer, as available. h. Conducts follow-up and outreach activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met. i. Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the ESO and assists with reports and other administrative tasks as requested. j. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records. k. Trains new contractor when current contract is terminated. 10. CONTRACTOR FURNISHED MATERIALS: The AEA shall not be required to furnish any materials, equipment or property relevant to this position. 11. PAYMENT: Provisions for payment will be on a monthly basis upon receipt of invoice for units completed during each month, verified by the Army Education Services Officer at the USAG Benelux Education Center, and certified by the Chief, Education Flight to the effect that services have been rendered and are acceptable IAW the terms and conditions of the contract. Payment will be made using Government Convenience checks. 12. TERMINATION: Contract may be terminated in accordance the termination clauses contained within the contract. 13.
