- Attachment 13 Attachment 12 Attachment 11 Attachment 10 Attachment 9 Attachment 8 Attachment 7 Attachment 6 Attachment 5 Attachment 4 Attachment 3 Attachment 2 Attachment 1 Body of Solicitation SF 33 The Department of Housing and Urban Development, Government National Mortgage Association (Ginnie Mae), Office of Finance intends to issue a full and open competitive solicitation issued as a Request for Proposal (RFP) utilizing Federal Acquisition Regulation, Part 15, Contracting by Negotiation, for one or more contractors to provide for the following services: to include but are not limited to servicing current, delinquent and defaulted loans, both pooled and non-pooled including enforcement and foreclosure/repossession or replevin (repossession) services, management and disposition of acquired properties, preparation and submission of insurance claims to FHA and VA reports to Ginnie Mae. In addition, this contract will further Ginnie Mae's mission by servicing Manufactured defaulted portfolios and thereby ensuring that Ginnie Mae implements its guarantee of payment advisory and assistance services based on the servicer's knowledge as a Ginnie Mae Issuer and alternatives for specific issues that arise during the period of performance. The contractor will service existing defaulted manufactured housing portfolios. The contractor shall be prepared, capable and staffed to perform the complete range of services. The contract(s) will be a hybrid Fixed Price (FP), Time & Material (T&M), Indefinite Quantities (IQ) contract. The period of performance is a 12-month base period with two 12-month option periods, for a total of 36 months. This acquisition is unrestricted. All responsible sources may submit a proposal, which will be considered. The North American Industry Classification System Code for this requirement is 522220. The anticipated contract award date is end of October 2013. Please note that all information pertaining to subject solicitation including updates on the acquisition and/or amendments to the solicitation will be posted to the FedBizOpps website. The Contracting Officer for this acquisition is Cynthia Claiborne-Norman and the Contract Specialist is Joy Christie. In order to be eligible for award, Contractor shall maintain an approved Title I-Manufactured Housing FHA Servicer and an approved Manufactured Housing Ginnie Mae Issuer throughout the entire term of this contract.
