- The purpose of this Sources Sought is to conduct market research to determine an acquisition strategy for establishment of a regulated medical waste disposal service for Central Texas Veterans Healthcare System (CTXVHS). This is sources sought announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses with special interest in seeking: Small Businesses (SB); VA certified Service Disabled Veteran owned Business (SDVOSB) and Veteran Owned Small Business (VOSB) small business concerns. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Your responses will be due by August 27, 2013, 12:00PM (CST) to the point of contact listed below. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The appropriate NAICS Code is 562211 and the small business size standard is $35.5M. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Responses to this notice shall be e-mailed to brian.delaney@va.gov. Telephone responses will not be accepted. Responses shall include 1) Company Name, 2) Address, 3) Point of contact, 4) Phone number, 5) Fax Number, 6) E-mail address, 7) Socio-economic status) and 8) DUNS. Contractor shall provide Regulated Medical Waste (RMW) handling, removal, transportation, final disposal of waste, and/or treatment as requested in the most economical fashion to the CTXVHCS. The Contractor shall be responsible for ensuring their proposed service will work effectively in achieving the performance specified. All medical waste must be disposed of in conjunction with current and existing EPA, OSHA, JCAHO, DOT State of Texas, TCEQ, and Local and Federal Regulation and requirements. Specifications: 1.RMW services will be provided for all the facilities within Veterans Affairs located within or associated with Central Texas Veterans Healthcare System. 2.Contractor shall furnish all necessary transportation, labor, supervision, supplies, and equipment to pick-up and dispose of regulated medical waste that includes sharps (hypodermic needles/syringe with attached needles, scalpel blades, razor blades and disposable razors, Pasteur pipettes, broken glass from laboratories, extracted teeth), blood (liquid or semi liquid, contaminated items that would release blood in a liquid or semi liquid state if compressed, items caked in dried blood and are capable of releasing these materials during handling), pathological waste ( include but not limited to human materials removed during surgery, autopsy, or biopsy, including body parts, tissues, organs, and bulk blood and body fluids, laboratory specimens of blood and tissue after completion of laboratory examination, anatomical remains, research animals, antineoplastic and chemotherapeutic waste, microbiological (cultures, discarded live and attenuated vaccines, disposable culture dishes, disposable devices used to transfer, inoculate, and mix cultures), and research carcasses. 3. Contractor shall furnish all packing and shipping containers and maintain an adequate number of packing and shipping containers. These packing and shipping containers are used for transporting the medical waste to an EPA approved disposal site, for proper destruction. All packing and shipping containers provided shall meet or exceed current Texas DOT (TXDOT) regulations and standards.
