Description
The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), intends to award a sole source contract to Kaiser Permamanente, 7060 Clairemont Mesa Blvd., San Diego, CA 92111 for the acquisition of follow-up data to examine whether adverse childhood experiences are associated with a variety of health outcomes. The ACE Study, newly located in the Surveillance Branch (SB), DVP, NCIPC, was started in 1995 as a partnership between CDC and Kaiser Permanente's Department of Preventive Medicine in San Diego to examine the long-term impact of early childhood trauma (childhood abuse and serious forms of household dysfunction) on health. The Kaiser data is the only data that can be merged using a unique study identification number with existing data from the original 17,000 ACE study respondents. A confidential linkage between the study identification number and the Kaiser member record number was created in order to track missing information for the baseline survey and to obtain data on study participants from Kaiser databases for the follow-up phases of the study. The study protocol stipulates that no personal identifiers (e.g., name, social security number) will ever be included in any databases created for analysis by CDC. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 518210, Data Processing, Hosting, and Related Services. The period of performance for this procurement is 12 months. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Kaiser Permanente. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to LaShanda Washington via email at LNWashington@cdc.gov with the solicitation number 2013-CDC-65372 referenced in the subject line NO LATER THAN 12 noon EST, August 29, 2013. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
