- A. Description: 1. This is a Combined Synopsis and Solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; therefore, quotes are being requested and a written solicitation will not be issued. 2. The solicitation number is CSS3026909 and the solicitation is issued as a request for quotation. 3. This acquisition is for a commercial and is conducted under the authority of the FAR Part 13-Simplified Acquisition Procedures and the FAR Part 12-Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. 4. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-69 effective August 1, 2013. The resultant purchase order will include all applicable provisions and clauses in effect through the FAC 2005-69 effective August 1, 2013. 5. This solicitation is a 100% Full-and-Open Competition. The intended procurement is classified under North American Industry Classification System Code 811219 with a Size Standard of $19,000,000.00. 6. Model--Serial #--Components 126-2412115--126, 168, 7725i, 32Karat, SS420X 126-2612191--126, 166, 7725i, 508 126P-2411096--126P,168, 508 126P-2411097--126P,168, 7725i, 32Karat 126-2612190--126P,168, 7725i, 32Karat 126-2612188--126, 168, 7725i, 508 126-2712192--126, 168, 508, 32 Karat, SS420X 126-3322358--126, 166, 32 Karat, 118, SS420X 126-3422359--126, 166, 32 Karat, 118, SS420X 126-3422360--126, 166, 32 Karat, 118, SS420X 126-3422361--126, 166, 32 Karat, 118, SS420X 126 3422362--126,166,32 Karat,118,SS420X,7725i 126-3522367--126, 166, 32 Karat, 118, SS420X - Each system also contains a PC running Windows XP and the Beckman 32Karat software. - Each system has one 126 and/or one 118 solvent module (6 systems have both). - Each system has one 166 variable single wavelength or one 168 photodiode array UV detector. - Three systems have a 508 autosampler. - Nine systems have a Bioscan Flow-Count radioactivity detector interfaced through a SS420x box. - Each system is controlled by an IBM PC running WindowsXP and the 32Karat HPLC software (three pairs of systems share a computer). - Eight of the systems are installed in our radiochemistry laboratory and are used for purification and analysis of radiolabeled compounds that are used for PET imaging of human subjects in ongoing clinical trials as well as for research and studies in animals. It is critical for us that these instruments are maintained in working order at all times: the radiotracers have a half-life of either 20 min (carbon-11) or 109 min (fluorine-18) and are produced immediately prior to injection of the subject for the PET scan, so there is no opportunity for delay in the event of an instrument problem. The studies and research work are scheduled up to 6 weeks in advance and some subjects travel to NIH from all over the country to be present for their scan, so a last-minute cancellation is something we must try to avoid at all costs. - Of these eight systems, six of them are installed inside lead-shielded hot cells and the UV detectors have been modified to allow them to be placed inside the hot cells - cables and tubing have been extended so the monochrometer is separated from the rest of the unit, and the flow path altered to include a radioactivity detector and multiple switching valves. 7. The contractor shall provide Comprehensive Service Maintenance, which includes labor and travel, to HPLCs manufactured by Beckman Coulter as follows: a. Provide telephone/email support for diagnosis of covered equipment malfunction(s). This support will be provided during the hours 9:00 A.M. and 5:00 P.M. Eastern Standard Time Monday through Friday, excluding Federal Holidays. b. Provide an on-site preventive maintenance check and required repairs for each covered system once during the coverage period. c. When a service call is initiated by the Government, the contractor shall contact the Government's lab to gain a more complete understanding of the problem, recommend diagnostic tests and, interpret the results with the Government. d. When a service call is initiated for a critical piece of covered equipment (hot cell production systems), the contractor is requested to provide same-day or next-day on-site service. e. If the equipment malfunction is due to a damaged component part that must be ordered from the manufacturer, the contractor shall provide loaner parts whenever possible. f. If the equipment malfunction is due to a damaged component part that may be repaired (including but not limited to: flow cells, check valves, and monochrometer units), the contractor will provide timely repair/refurbishment of these parts. g. If the equipment malfunction is due to a computer hardware or software issue, the contractor shall provide repair service or advise the user on how to obtain the needed repair. The contractor must be familiar with the Beckman software licensing process. h. If the problem cannot be resolved in a single service visit, the contractor will address the next steps to be taken with the user before leaving the Government site. i. Period of Performance: 1 Year. j. Place of Performance: Diagnosis and most repairs will take place in the Government's lab. Refurbishment of component parts may be performed at the contractor's site provided suitable replacement parts have been arranged. 8. Period of Performance: 1 Year. Delivery location: The National Institutes of Health Campus; 10 Center Drive; Building 10; Bethesda, MD 20892. 9. The provision at the FAR clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. 10. The provision at the FAR clause 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government's evaluation procedure will be based on the ‘Technically Acceptable-Lowest Priced' method. Therefore, the quote which offers the technically acceptable and lowest priced solution to meet all the Government's requirements will be evaluated to be the ‘Best Value' to the Government. 11. The provision at the FAR clause 52.212-3, Offeror Representations and Certifications- Commercial Items, applies to this acquisition. An offeror must include a completed copy of the provision at the FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. 12. The provision at the FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. 13. The provision at FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. 14.
