Description
Schedule B Instructions for Proposal Submission Amendment to incorporate proposal submission instructions (delivery) and a revised schedule B TYPE OF ANNOUNCEMENT: This synopsis is for a construction is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 36. The United States Air Force intends to issue one (1) Indefinite Quantity Indefinite Delivery (IDIQ) contract for a base year and four one year options. The magnitude of the project is estimated to be between $1,000,000 and $5,000,000. A written solicitation will be used to facilitate proposal preparation and evaluation. The written solicitation must be downloaded from www.fbo.gov. No hard copies will be issued. On the page where the solicitation is posted, there is a link to a registration page; if you would like to receive notices of amendments and/or addenda that may be issued to the solicitation. If you do not register, it is your responsibility to periodically review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Proposal prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Contractors must be registered in the System for Award Management (www.sam.gov) prior to award. DESCRIPTION OF REQUIREMENT: The requirement is for replacement, repair, and minor construction fence projects affecting real property at Hill Air Force Base (HAFB), as well as facility locations at Little Mountain Test Annex, Utah (LM), and Utah Test and Training Range (UTTR). The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary for installing and/or removal of chain link fence, metal paneled fence, polyethylene slats, barbwire, concertina wire, various types of gates, and other items. The contractor shall design, manage, and accomplish a broad range of repair, alteration, and/or new construction work on real property for both interior and exterior fence projects accordance with the Statement of Work (SOW), each Task Order (TO) SOW, and all Unified Facilities Guide Specifications. The projects will include tasks in a variety of trades including, but not limited to, demolition, site work, excavation, cast-in-place concrete, structural steel, electrical, painting, road repair, and other specialty work. The contractor may be required to perform work not anticipated at the time of award, but within the original scope of work. Additional tasks may include emergency fencing projects, fence repairs or replacement. The contractor must be capable of responding within two hours of being called for emergencies on a separate emergency TO. Davis Bacon Act will apply to this acquisition and current wage rates found on WDOL applicable to each trade will apply. The current wage determinations will be posted with the solicitation. Since this work is non-technical in nature, we will not have a seed project. The initial task order with the award will be for $250, and the contractor will have to supply a safety plan. The section M evaluation criteria will be the lowest total price and award will be made to the lowest offeror that has shown to be responsible IAW FAR part 9. This contract will be to perform fencing repairs, mainly by replacement, at Hill AFB, Little Mountain Complex, and (UTTR), UT. Contractor shall be responsible for providing all materials, labor, management, licensing, certifications, supervision, equipment, transportation, and vehicles for each task order placed on this IDIQ. The contractor shall ensure assigned personnel are adequately trained and qualified for the task being performed. Payment and performance bonds of $500K are required. The period of performance includes a base period of approximately 1 October 2013 through 30 September 2014, with four one-year ordering periods. A pre-bid conference will be conducted on a date yet to be determined METHOD OF EVALUATION: Award will be made to the contractor submitted the lowest price and is deemed responsible IAW FAR Part 9 TYPE OF SOLICITATION: Sealed Bid. Offerors should pay close attention to section 52.212-1 of the solicitation entitled "Instructions To Offerors" for proposal instructions. PROPOSAL DUE DATE: The anticipated proposal due date is 28 Aug 2013 with award date of 18 September 2013. Exact dates will be shown in the Invitation for Bids (IFB) when posted on or about 29 Jul 2013. QUESTIONS: All questions pertaining to this solicitation shall be submitted by email to johnanthony.ford@hill.af.mil and michael.zack@hill.af.mil. Inquiries via telephone or fax will not be accepted. All correspondence sent via e-mail shall contain a subject line that reads, FA8201-13-B-0001 Fencing IDIQ. E-mail filters at HAFB are designed to filter e-mails without a subject line or with suspicious subject lines or content (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through government email filters. Also.zip or.exe files are prohibited attachments and may be deleted by the e-mail filters at Hill Air Force Base, UT. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail. The e-mail filters may delete any other form of attachments.
