Description
The Military Sealift Command Ship Support Unit San Diego (MSC SSU SD) intends to issue a FFP contract for the cleaning of bilge spaces and waste oil tanks aboard USNS HOWARD O. LORENZEN (T-AGM 25). Anticipated period of performance (POP) dates are 26 - 30 August 2013. Performance Location: NAS North Island, San Diego, CA Issuance of RFQ is anticipated on/about 22 August 2013, with a tentative bid submission due date of 23 August 2013. Solicitation and associated attachments will be posted to Military Sealift Command's contracts website located at: https://www.procurement.msc.navy.mil/procurement/contract/RFPSearchEntry.jsp Monitor both Military Sealift Command's contracts website & FBO for information pertaining to this procurement. Award is tentatively scheduled to be made on/about 23 August 2013 Interested offerors are requested to email the contracting officer and provide the following information: DUNS Number CAGE Code Business size under NAICS Code 562998 ALL OTHER MISCELLANEOUS WASTE MANAGEMENT SERVICES Note: All interested offerors MUST be registered in SAM (https://www.sam.gov/portal/public/SAM ) and have current REPS & CERTS noted in their company profiles. Statement of work (SOW) are provided for the two work items to be performed. Finalized SOWs will be provided with issuance of solicitation. WI 101_OILY WASTE AND WASTE OIL TANKS ABSTRACT: 1.1 This item describes the requirement to open and clean the oily waste and waste oil tanks in conjunction with the bilge cleaning. 2.0 REFERENCES: 2.1.1 NAVSEA Drawing 801-8327724, Capacity Plan 2.1.2 NAVSEA Drawing 079-8327378 Trim & Stability Booklet 3.0 ITEM LOCATION / DESCRIPTION: Description Location 100% Capacity (liters) Oily Waste tank 5-36-2 29062 Waste Oil tank 5-36-1 29062 3.1 The manhole for access to the above tank is located in the Generator Room 4-24-0 near the aft end of the space. 4.0 GOVERNMENT FURNISHED EQUIPMENT/ MATERIAL: None 5.0 NOTES 5.1 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements to determine applicability to this Work Item. In performance of this Work Item, the contractor and all subcontractors, regardless of tier, must comply with the requirements of all applicable GTR's, including but not limited to, GTR's 1 through 7, 23, 25 and 29. 5.2 The contractor is responsible for all costs associated with monitoring, containment, handling, collection, processing, clean up, recycling, disposing of wash water, rinse water, dissolved solvents, used and generated during work accomplished by this work item, whether on the ship, on the pier adjacent to the ship, or in the dry dock basin. ALL LABOR AND MATERIAL COSTS ASSOCIATED WITH THIS LEVEL OF EFFORT, WHERE REQUIRED OR FOUND NECESSARY, SHALL BE INCLUDED IN THE BID PRICE OF THIS WORK ITEM. 5.3 All debris generated in the performance of this item, whether solid or liquid, shall be disposed of in accordance with applicable Federal, State and Local Regulations, and cost of such included in the bid price of this work item. 6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional 7.0 STATEMENT OF WORK REQUIRED: 7.1 Provide all manpower, material and equipment necessary to accomplish work under this item. Provide and erect all necessary staging, maintain adequate lighting and ventilation. Lighting shall be sufficient for cleaning and inspection. Ventilation shall be of sufficient size to maintain clear atmosphere during cleaning operations. 7.2 Clean and Gas Free tanks and spaces listed in 3.0. Cleaning shall completely remove all traces of dirt, sludge, debris and liquids. All tanks and spaces shall be presented in a clean and dry condition and shall be certified and maintained "Safe for Men/ Safe for Hot Work". 7.3 Pump down and dispose of approximately 2500 gallons of oily bilge water and waste oil. Disposed of in accordance with applicable Federal, State and Local Regulations. 7.4 Perform a HP water wash of the entire tank interior using fresh water at 2,500 to 3,000 psi to remove slime, dirt, mud, and any remaining foreign matter. 7.4.1 Monitor, contain, collect, process, filter, clean up, recycle, and dispose of all wash water, rinse water, generated by this work item. Dispose as found necessary or required, in accordance with any/all current local, county, state, or Federal Regulations. 7.5 Upon completion of the water washing operations, Conduct a final closeout inspection with the MSCREP and Chief Engineer to verify tank cleanliness. Present Tank in "Final" clean condition. No dirt, dust, debris or liquids shall be allowed. Any tank or space failing the close out inspection, shall be re-cleaned until passing MSCREP inspection (repeated cleanings and inspections will be at contractor expense, and may become subject to issuance of a QDR). 7.6 Upon acceptance of final closeout inspection and by direction of the MSCREP, reinstall manhole covers using new gaskets, grommets, and wicking. Submit a Condition Found Report for any missing or damaged fasteners or hardware. 8.0 GENERAL REQUIREMENTS: None Additional <END> WI 021_CLEAN BILGE SPACES 1.0 ABSTRACT: 1.1 This work item describes the requirement to open and clean the Generator Room bilge spaces. 2.0 REFERENCES/ENCLOSURES: 2.1 References 2.1.1 NAVSEA Drawing 801-8327724, Capacity Plan 2.1.2 NAVSEA Drawing 079-8327378 Trim & Stability Booklet 3.0 ITEM LOCATION / DESCRIPTION: 3.1 Generator Room Bilge 4-24-0 4.0 GOVERNMENT FURNISHED EQUIPMENT/ MATERIAL: None. 5.0 NOTES 5.1 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements to determine applicability to this Work Item. In performance of this Work Item, the contractor and all subcontractors, regardless of tier, must comply with the requirements of all applicable GTR's, including but not limited to, GTR's 1 through 7, 22, 23, and 29. 5.2 Deleted. 5.3 The contents of the Generator Room bilge will include AFFF foam residue from testing of the ship's AFFF bilge flooding system. 6.0 QUALITY ASSURANCE REQUIREMENTS: None additional 7.0 STATEMENT OF WORK REQUIRED 7.1 Contractor and Ships Force shall take, record, and verify soundings of the Generator Room bilges on arrival. Chief Engineer shall review and endorse all soundings taken/recorded. Submit copy of endorsed record to the MSCREP. 7.2 Removals: The ship will pump down bilges to low suction. For bilge contents being moved off the ship, the contractor shall provide support to the vessel, including all hoses and manpower on the shore side to accomplish this removal. Contractor shall be responsible to provide all pumps, hoses, fittings and personnel to safely remove all remaining bilge contents. 7.3 Applicable federal, state, local or international procedures for transferring fuel and lube oils over water shall be followed by the contractor. All other liquids shall be disposed of in accordance with local, state, federal and/or international regulations. In some states, the presence of oil in the wash water may deem the mixture to be hazardous waste. When pricing this item, the contractor shall assume that oil is present in the bilge wash water. The cost for disposal of the mixture shall be included in the price quote regardless of whether or not, due to the presence of oil, the wash water is deemed hazardous waste or non-hazardous waste. 7.4 Accomplish the following for the Generator Room bilge space: 7.4.1 Open manholes or deck gratings and erect/maintain safety guards over openings. 7.4.2 Clean by hot fresh water pressure washing the entire bilge areas including stiffeners, longitudinal structure and transverse framing. Cleaning shall completely remove all traces of dirt, sludge, debris, foam and liquids. 7.4.3 Where a single bilge area is designated for cleaning, all interior spaces in way of same, such as bilge wells and other spaces, even if not specifically mentioned, shall be considered as being included as spaces to be cleaned. 7.5 At the conclusion of all required work, conduct a final closeout inspection for each bilge space with the MSCREP. 7.5.1 Ensure all blowers, lighting, staging, tools, and miscellaneous equipment are removed prior to the final inspection. 7.5.2 Present the bilge spaces in "Final" clean condition. No dirt, dust, debris or liquids shall be allowed. Any space failing the close out inspection, shall be re-cleaned until passing MSCREP inspection (repeated cleanings and inspections will be at contractor expense, and may become subject to issuance of a QDR). 7.6 Upon acceptance of final closeout inspection and by direction of the MSCREP, reinstall accesses opened.
