This solicitation replaces NIHES2012146. THIS IS NOT A SMALL BUSINESS SET-ASIDE, ALL OFFERORS ARE ENCOURAGED TO APPLY. This notice announces the intended release of solicitation number NIHES2013182. NIHES2013182 is a reissue of solicitation number NIHES2012146 which was previously issued on April 29, 2013. The original solicitation was issued as a Small Business Set Aside using FAR Part 12 and FAR Part 15 procedures. RFP# NIHES2013182 will be issued under Full and Open Competition using FAR Part 12 in conjunction with the policies and procedures for solicitation, evaluation and award as prescribed in FAR Part 15-Contracting by Negotiation. The National Institute of Environmental Health Sciences (NIEHS) is soliciting proposals for the publication of the Environmental Health Perspectives (EHP) journal. The primary purpose of EHP is to communicate recent scientific findings and trends in the environmental health sciences; improve the environmental health knowledge base among researchers, administrators, and policy makers; and inform the public about important topics in environmental health. The major objectives of this contract are to (1) publish EHP in a high-quality and timely manner in accordance with the journal's open-access policy and federal requirements to make EHP content accessible to people with disabilities, (2) support EHP Government staff with expertise in industry standards and best practices for online publication of a scientific journal that includes research, news, and translated materials, (3) develop and implement strategies to increase readership and attract submissions of high-quality research papers, and (4) provide the capability for production and publication of special collections of previously published material and podcasts. MANDATORY QUALIFICATION CRITERIA Mandatory qualification criteria will apply to this requirement. The qualification criteria establish conditions that must be met at the time of receipt of Final Proposal Revisions (FPRs) by the Contracting Officer in order for the proposal to be considered any further for award. The following Mandatory Qualification Criteria apply to this requirement: Section 508 Requirements for accessibility based on Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) are determined to be relevant for the development and publication of the EHP and its contents. Section 508 requires that federal agencies' electronic and information technology (EIT) is accessible to people with disabilities. The law applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology. Information about Section 508 provisions is available at http://www.section508.gov/. The complete text of Section 508 Final provisions can be accessed at http://www.access-board.gov/sec508/provisions.htm. In order to comply with the Section 508 Electronic and Information Technology Accessibility Standards, the contractor shall perform all work required under this contract in compliance with the standards delineated in Code of Federal Regulations (CFR) Title 36 and outlined below. The following Section 508 accessibility standards apply to the content or communications material for this requirement: 1194.21, 1194.22, 1194.24, 1194.31, 1194.41 and Section 508 Service Requirements EHP-Specific Section 508 Requirements Offerors should note that EHP content often includes complex figures, tables, and equations published in HTML format. EHP content published in video or multimedia formats must comply with standards outlined in Section 1194.24. In addition, some EHP content may be published in PDF, Word, PowerPoint, or Excel formats only. These documents and files, which may include text, tables, figures, equations, and hyperlinks, also must meet Section 508 accessibility requirements before publication. PDF files must pass Adobe Accessibility Full Check scans, including both the ‘Adobe PDF' and ‘Section 508 web-based intranet and internet information and applications' (1194.22) options. Microsoft Office products (Word, Excel, and PowerPoint files) must pass Microsoft Accessibility Checker scans or comply with Word, Excel, or PowerPoint Document 508 Checklists available at http://www.hhs.gov/web/508/accessiblefiles/index.html. NOTE: If the deliverable includes features and functions in addition to those identified as requirements, these features and functions also need to conform to relevant Section 508 technical provisions, functional performance criteria, and information, documentation and support. SECTION 508 MANDATORY QUALIFICATION CRITERION Delivered information content must meet the specific Section 508 accessibility requirements identified for this procurement. Delivered effort must include knowledge and capabilities in the Section 508 criteria outlined above. In order to satisfy this criterion, the offeror must provide a completed Section 508 Government Product Assessment Template (GPAT) as evidence of the ability to provide Section 508 compliant EIT products and services. The offeror will be evaluated based on the ability to address the applicable Section 508 requirements, as evidenced by the completion of the Section 508 Government Product Assessment Template (GPAT), as well as any other pertinent information that the offeror provides in response to the solicitation. In addition to submitting an HHS Section 508 Product Assessment Template, offerors must submit an HHS Section 508 Product Evaluation Template, a binding statement of conformance, an example of a 508-compliant PDF file that includes text, at least one figure, at least one table, and hyperlinks. In addition, offerors must provide a link to a 508-compliant sample document in HTML that includes text, at least one figure, at least one table, and hyperlinks. Example tables should include at least two levels of organization in both columns and rows. Offerors that do not complete the required Section 508 documentation with proposals will be considered non-responsive. NOTICE TO OFFERORS This solicitation is being reissued with revised minor clarifying revisions for the original solicitation. Prospective offerors are advised to review the revised RFP and PWS closely in order to address the current requirement. The North American Industry Classification System (NAICS) code for this procurement is 519130 with a corresponding size standard of 500 employees. The Government intends to make an award using the procedures for Commercial Items as authorized in FAR Part 12 in conjunction with FAR Part 15. Anticipated Period of Performance: This contract is expected to consist of a one year base period with nine one-year options, as well as options for podcasts, publication of special collections, and phase-out transition services. It is anticipated that one firm fixed price type award will be made with an anticipated award date of January 1, 2014. Disclaimer and Important Notes: This is NOT a solicitation. The estimated issue date of the solicitation is August 14, 2013 and proposals will be due about 30 days after the solicitation release date.
