- Sources Sought: W911SF-13-R-BSOP Small Business Sources Sought: This is a Sources Sought announcement seeking small business participants in order to determine expertise, capabilities, and experience necessary to meet the Army requirements necessary to provide and perform as prime contractors for a multifunctional requirement to provide Base Support Services. The Mission and Installation Contracting Command - Fort Eustis, VA has a requirement to contract for all necessary resources to provide Base Operations Support Services for the Directorate of Public Works (DPW) at Fort Benning, GA for twelve (12) different functional task areas as follows: Buildings and Structures Maintenance: Provide maintenance and repair for buildings and structures on Fort Benning, GA. Buildings and structures include, but are not limited to: offices, storage facilities, work areas, recreation facilities, training facilities, loading docks, medical facilities, bridge structures, and airfield facilities. The Contractor shall also perform alterations and minor construction as requested by the KO. Dining Facility Equipment Maintenance: The Contractor shall perform maintenance and repair of Government-owned dining facility equipment at Fort Benning and Dahlonega Georgia. Fort Benning's current inventory of dining equipment totals 2,345 pieces located in various buildings on the Installation and Camp Merrill. The Contractor shall replace parts and assemblies as necessary to ensure that all equipment is safe and operable. Utility Systems Operation and Maintenance: Provide complete maintenance and repair support of all utility systems such as water distribution systems, wastewater collection systems, storm water collection systems, fuel distribution systems, dual temperature pipes, steam pipes, and associated structures and appurtenances at Fort Benning, GA. Heating, Ventilating, and Air Conditioning (HVAC) System Operation and Maintenance: Provide operation, maintenance, repair and replacement of HVAC equipment and systems, which includes the handling of all fuels, lubricating oils, chemicals, auxiliary machinery, and boiler water treatments. The Contractor shall operate, maintain, repair, and replace heating, ventilating, and air conditioning (HVAC) equipment and systems. This shall include, but not be limited to, the handling of all fuels, lubricating oils, chemicals, auxiliary machinery, and boiler water treatment; attending all boiler fires to maintain steam pressure as required; and controlling the operation of chillers and cooling towers, as required by the KO. The Contractor shall be responsible for operating, maintaining, repairing, and replacing all air distribution systems (e.g. air handling units, exhaust fans, and fan coil units), evaporative cooling equipment, vacuum systems, chilled water pumps, and hot water pumps. The Contractor shall also be responsible for installing and inspecting new equipment and systems in accordance with manufacturer recommendations and all other applicable codes and regulations. Grounds Maintenance: Provide grounds maintenance, and repair for grounds, landscaping, unimproved areas, associated structures and appurtenances at Fort Benning and supported satellite locations. The Contractor shall perform mowing, trimming, edging, aeration, and fertilization; weed and brush control; flower bed services; tree and shrub pruning; erosion control; debris, drain, and ditch cleanup; inspecting and correcting damage caused by vehicles, and storms; landscaping operations; and other services as required herein to provide complete grounds maintenance. Surfaced Area Maintenance: Provide repair of approximately 23 million square yards of surfaced areas including approximately 4.7 million square yards of paved surfaces. This includes roadways, parking lots, trails, widened shoulders, gravel and earth surfaced areas, bridges and associated structures and appurtenances at Fort Benning. Self-Help Services: Provide Installation military and civilian units with the training, tools, and supplies needed to maintain, repair, and perform minor construction on building. The Contractor shall operate a Self-Help program under the guidance of the Government. The intent of the program is to involve occupants in the preservation and upgrade of their premises. Remote Camp Operations, Maintenance, and Support: Provide maintenance and repair of building and structures, operation and maintenance of water treatment; wastewater facilities, repair HVAC systems; maintenance and repair of utility systems; perform grounds and surfaced area maintenance. Range Maintenance: The Contractor shall perform replacement, installation, repair, and maintenance in the range facilities and areas at Fort Benning. The Contractor shall perform the tasks specified herein, based on requirements for training support of individuals, groups, or units in maneuver, equipment and weapons systems operation, and combined arms tactical operation. The Contractor effort shall be sufficient to provide functionally usable range facilities fully capable of supporting the Fort Benning training and support mission. The Contractor shall be responsible for providing timely service and maintenance to minimize any disruption of the training mission. The Contractor shall maintain ranges, associated range areas, range equipment, structures, and perform other special services. Cemetery: Provide services to operate and maintain the Main Post Cemetery on the Main Post of Fort Benning and approximately 59 cemeteries throughout GA and AL maintained by the installation. The Contractor shall perform administrative duties, arrange for and process interments and disinterment's, prepare for Special Ceremonies, open and close the Main Post Cemetery, perform maintenance, and perform all other tasks as specified in AR 210-190, and DA Pam 290-5. The Contractor shall perform all services required to assist and answer inquiries (either oral or written) from bereaved families and friends, funeral homes, Adjutant General (AG), hospitals, coroners, Department of the Army (DA), Veterans Administration (VA), and other official military channels as required by the KO. Chiller Maintenance: Provide all labor, material, and equipment to inspect, start-up, operate, and maintain chillers as well as all the associated auxiliary equipment and machinery required to support the chillers such as towers, motors, controls, tube cleaners, piping, expansion tanks, refrigerant monitors/sensors, exhaust fans, pumps, purge units, air compressors, drains, valves, unit heaters, lights, disconnects, variable speed drives, circuit panels, emergency lights, eye-lavages, switch gear, chart recorders. Functional Area work includes complete services required to repair all water-cooled chillers, cooling towers, pumps, valves, controls, and cold storage equipment (except buildings owned by MEDDAC) on Fort Benning, Georgia. Flex Power Station: The contractor shall provide labor, material, and equipment to inspect, start-up, operate, and maintain the FP250 and BoP components per manufacturer's specifications. An Ener-Core Power certified technician is required to perform a number of the scheduled inspection and maintenance activities. This requirement will cover a wide range of functions required to provide complete facilities operations support to installation customers. Services will be performed at Fort Benning, GA - six miles southwest of Columbus, Georgia. The services to be performed will support more than 30,000 personnel on a permanent basis, a transient population of more than 25,000 students each year and more than 21,000 family members and 29,000 retirees, plus survivors and family members living in the area for a total average daily population of 103,000. The Installation consists of approximately 184,089 acres, and 2,851 buildings and structures. The contract will be used for installation activities for Fort Benning, GA; Camp Merrill, GA, Gamp Rudder, FL; and Port Support Activity, Jacksonville, FL and off post activities and units. The designated NAICS Code is 561210, Facility Support Services, with a size standard of $32.5 million. Your response shall include the following information: size of company, average number of employees for the last three years, average revenue for the last three years, relevant past performance on same/similar work for not more than three years and your company's capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the government to determine that your company possesses the necessary functional area concerns responding to the sources sought articulate their capabilities clearly and adequately. In the event of a Joint Venture, both entities must comply with the NAICS size standard, and in the event of a small business set-aside (or subcategory thereof; i.e. Hubzone), the small business prime must comply with FAR 52.219-14, Limitations on Subcontracting. A contract award will be made for a one year base period and four (4), one-year option periods.
