- This is a synopsis/solicitation for commercial items prepared in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NIHLM2013817-SV. This solicitation document incorporates provisions and clauses that are in effect in the April 2009 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. This acquisition IS a 100% small business set-aside and the North American Industry Classification System (NAICS) code is 334220, Radio and television broadcasting and wireless communications equipment manufacturing. ****Please note: Vendors must be qualified and authorized resellers for the requested product manufacturer. Awarded Vendor must deliver all purchase order items within 30 calendar days after receipt of order**** Details of Items: QTY. MODEL # DESCRIPTION 2 Avid Project Management including Travel Expenses 6 Avid Service, System Commissioning Daily Rate including Travel Expenses 5 Avid Interplay Central Product Upgrade 2 Avid Training for Interplay Central 1 Avid Customer Support Other Important Considerations The proposed acquisition will be procured in accordance with the policies and procedures under FAR 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement / quotation which will be considered by the National Library of Medicine. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement and/or quotation demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement and/or quotation should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement and/or quotation must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements and/or quotation must be submitted electronically no later than 12:00pm eastern standard time on Friday, August 23, 2013 to Suet Vu, vus@mail.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
