Description
SOLICITATION AMENDMENT A0001 THE PURPOSE OF THIS AMENDMENT IS TO UPLOAD THE SOLICITATION. THE DATE FOR RECEIPT OF OFFERS HAS BE CHANGED TO 08/29/2013. AVOID THE CLOSING DATE ON THE SOLICITATION WHICH WAS DONE IN ERROR. OFFER CAN BE SENT FAXED OR SENT VIA EMAIL. The U. S. Department of Commerce (USDOC), National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries in Miami, FL intend to award a purchase order to characterize the available data collected by NMFS and others on the occurrence, movement, and habitats of North Atlantic right whales within mid-Atlantic waters broadly defined as the region between the North Carolina/South Carolina border and the southern flank of Georges Bank. The specific tasks are:1) Compile and summarize available visual sighting data on North Atlantic right whale occurrence and spatial distribution in waters between the North Carolina/South Carolina border and the southern flank of Georges Bank to evaluate spatial and temporal occurrence in these waters. 2)Summarize available passive acoustic monitoring data held by the SEFSC to characterize seasonal and spatial occurrence. In addition, explore the availability of additional passive acoustic monitoring data for this region that may be held or is being collected by other research agencies as available. 3)Conduct analyses of the available data (which may include visual sightings data, photo-identification data, tag telemetry studies, and passive acoustic data) to evaluate the relative density, habitat preferences, and habitat-use patterns of North Atlantic Right Whales within the mid-Atlantic region.4) Develop recommendations and strategies for monitoring right whale occurrence and mitigating human-caused mortalities and habitat degradation in the mid-Atlantic. The contractor will provide the software and equipment required to conduct analyses. Data to support the analyses is available from NMFS and from sources including OBIS-SEAMAP (http://seamap.env.duke.edu/) and the North Atlantic Right Whale Consortium (http://www.narwc.org/). This service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Far Part 12 Commercial Items.
