Attachment C: Pricing Template Attachment B: Statement of Work (SOW) Attachment A: Solicitation Terms and Conditions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is HSBP1013Q0170 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 312112 with a small business size standard of 500 employees. BLANKET PURCHASE AGREEMENT (BPA) - The US Customs and Border Protection Agency intends to establish a single Blanket Purchase Agreement (BPA) to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The Government anticipates award of a BPA within 30 days of receipt of proposals. Funding - This BPA does not obligate any funds nor authorize any deliveries. The Government is obligated only to the extent of funds obligated on authorized orders issued under this BPA by the authorized personnel. U.S. Customs and Border Protection requires the following services, Meet or Exceed, to the following: CLIN 001, BASE PERIOD (PoP: 10/1/2013 through September 30, 2014)-5 Gallon Bottled Drinking Water for the Laredo Sector U.S. Border Patrol - SEE ATTACHED SOLICITATION PACKAGE: 1 (bottle) EACH CLIN 002, YEAR #2 (PoP: 10/1/2014 through September 30, 2015) -5 Gallon Bottled Drinking Water for the Laredo Sector U.S. Border Patrol - SEE ATTACHED SOLICITATION PACKAGE: 1 (bottle) EACH CLIN 003, YEAR #3 (PoP: 10/1/2015 through September 30, 2016) -5 Gallon Bottled Drinking Water for the Laredo Sector U.S. Border Patrol - SEE ATTACHED SOLICITATION PACKAGE: 1 (bottle) EACH CLIN 004, YEAR #4 (PoP: 10/1/2016 through September 30, 2017) -5 Gallon Bottled Drinking Water for the Laredo Sector U.S. Border Patrol - SEE ATTACHED SOLICITATION PACKAGE: 1 (bottle) EACH CLIN 005, YEAR #5 (PoP: 10/1/2017 through September 30, 2018) -5 Gallon Bottled Water for the Laredo Sector U.S. Border Patrol - SEE ATTACHED SOLICITATION PACKAGE: 1 (bottle) EACH Method of Payment will be via credit card (VISA) on a Net 30 basis. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. ORCA Requirement - Company must be registered on Online Representations and Certifications Application (ORCA) before an award could be made to them. If company is not registered with ORCA, they may do so by going to ORCA web site at https://orca.bpn.gov/ Award Criteria - An award will be made to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is the Lowest Price Technically Acceptable (LPTA). An offer is technically acceptable if its technical capabilities conform to the Government's Statement of Work. Q & A - Please submit all questions by email to Lety.Ramos@dhs.gov. This solicitation will then be reposted with Q&A based on the questions that come in (if applicable). Questions must be received by 5 PM CDT on ­­­­­­­­­­­­­­­­­­ _August 28, 2013. Pricing must be submitted via email to Lety.Ramos@dhs.gov using the attached Excel Spreadsheet (reference attachment: "Attachment C: Pricing Template"). Bid must be good for 60 calendar days after close of solicitation.
