Description

This is a Pre-Solicitation/Notice of Intent Synopsis for a sole source noncompetitive award to Medtronic USA Inc. for PaceArt Software license and implementation. The Department of Veterans Affairs, Sierra Pacific Network on behalf of the VA Northern California Healthcare System intends to negotiate and award a purchase order on a sole source noncompetitive basis and award a purchase order for software licensing to Medtronic USA Inc. 6743 S. Point Drive N. Jacksonville, FL 32216, under the authority of FAR 13,106-1(b)(2), Soliciting from a single source. This notice of intent is not a request for competitive proposals. The Medtronic Paceart ® System organizes and archives data for cardiac devices across manufacturers and serves as a central repository for a patient's arrhythmia information. The Paceart System serves as a gateway through which data flows from programmers and remote monitoring systems to a clinic's electronic health record (EHR) system. The period of performance will be one-year from date of award. The basis for the sole source determination is based upon the fact that Medtronic is the sole provider of the software and installation services and parts for their proprietary equipment. This acquisition is conducted under the authority of 41 U.S.C. 253(c) as set forth under FAR Part 13.106-1 (b) and is exempt from the requirements of FAR Part 6, Competition Requirements. This Pre-Solicitation/Notice of Intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The determination by the Government to award a contract on a sole source noncompetitive basis for the software and implementation/training is solely within the discretion of the Government. Any information received as a result of this Pre-Solicitation/Notice of Intent will be considered solely for the purpose of determining whether to conduct any future competitive procurement.
