Description
Fiber Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is unrestricted. The NAICS Code for this synopsis/solicitation is 335921, Size Standard 1000 employees. Solicitation/Purchase Request number F2KBAD3186A007 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-69 effective 1 Aug 2013. The Government intends to award one contract with six contract line item numbers: For Brand Name (Nufern) or Equal Items as follows: (CLIN 0001) 150 meters of Polarization maintaining 10/125 photosensitive germanosilicate fiber, Part # - FUD-4112PS-PLMA-GSF-10/125, (CLIN 0002) 150 meters of 10/125 PM passive step index fiber, Part # PMLA-GDF-10/125-M, (CLIN 0003) 150 meters of 20/400 PM passive step index fiber, Part # PMLA-GDF-20/400-M, (CLIN 0004) 200 meters of PM 20/400 germanosilicate fiber PM-PS-GDF-20/400, (CLIN 0005) for respooling fee, (CLIN 0006) for shipping. See attached spreadsheet for complete requirement listing. FOB: DESTINATION Inspection and Acceptance: DESTINATION Desired Delivery Date: 30 Days AOR In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of lowest price technically acceptable. Offeror will be evaluated in accordance with FAR 13.106-2. In accordance with FAR 13.106(b)(1), offerors are notified that each may be required to provide documentation supporting the price, cost and/or cost realism supporting the quoted prices. Failure to furnish supporting documentation expressly requested and necessary for the agency to perform price, cost and/or cost realism analysis is grounds to reject the quote. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. RERESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT TAX LIABILTIY OR A FELONY CONVICTION UNDER ANY FEDERAL LAW-DoD APPROPRIATIONS (DEVIATION 2013-O0006) (a) In accordance with section 101(a)(3) of the Continuing Appropriations Resolution, 2013, (Pub. (2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made determination that this action is not necessary to protect the interests of the Government.
