- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The United States Marshals Service, Tactical Operations Division, Special Operations Group will award a Firm Fixed Price type contract for the Arc'Teryx uniforms as described below. Solicitation SOG-13-0002 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60, Effective July 26, 2012. The solicitation is a 100% Small Business set-aside for NAICS Code 315220 and the small business size standard is 500 Employees, respectively. This announcement/solicitation is solicited as a total Small Business set-aside, and constitutes the only bid document that will be issued. The Contractor shall deliver all uniform items FOB Destination to the address identified above. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. 52.212-2, Evaluation -- Commercial Items applies. Quotes will be evaluated on price. All potential bidders are reminded, in accordance with FAR 52.204-7, Central Contractor Registration (CCR), that failure to register in CCR will make an offeror ineligible for award. The following FAR clauses apply to this acquisition and will be incorporated into the resultant contract. FAR 52.252-2 Clauses Incorporated by Reference (Feb 1998), This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Evaluation Factors for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation factors are: Price. Evaluation and award may be made with or without discussions with the offeror(s). Note: Proposals will be evaluated for acceptability but not ranked using the non-cost/price factors. Price: Each Price Quote will be evaluated on the basis of price reasonableness. This evaluation may include, but is not limited to a comparison of the proposed price with the prices proposed by other offerors, the Government's estimate, consideration of current prices being paid for the same or similar services, current market conditions, as well as other relevant measures. Award: The contract will be awarded to the offeror whose quotation contains the best value and is most advantageous to the Government. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
