- Description
- The AMCOM Contracting Center on behalf of Project Manager - Aircraft Survivability Equipment (PM ASE) is seeking interested sources to participate in an Engineering and Manufacturing Development (EMD) program for a laser based Common Infrared Countermeasure (CIRCM) system to protect rotary wing aircraft from infrared (IR) guided missiles. The requirement exists to integrate a laser based CIRCM system to the Common Missile Warning System (CMWS) and Joint Allied Threat Awareness Systems (JATAS). The risk associated with unproven technologies and the need for a mature system will drive the acquisition approach for the CIRCM program. In accordance with the new requirements, threshold prototype weights for small rotary wing aircraft listed in the CIRCM System Performance Specification (SPS) (A-kit and B-kit combined) must not exceed 120 pounds, and threshold prototype weights for larger rotary wing platforms in the CIRCM SPS (A-kit and B-kit combined) must not exceed 155 pounds. The EMD phase will not support the development of new or high risk technologies that have not already demonstrated a Technology Readiness Level (TRL) of six (6) or higher supported with test data obtained in a relevant environment and verified by an independent Government source. The intent of the EMD phase is to develop, test, and manufacture mature CIRCM prototypes to demonstrate Probability of countermeasure (Pcm), reliability, and producibility. During the EMD phase, vendors must deliver prototypes in accordance with the attached planned delivery schedule set forth in Attachment 1 hereto.
