- Animal Feed PWS All Clauses associated to this solicitation. Quote Sheet Animal Feed Order This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-32SC-S-13-0059 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 (1 August, 2013). The 2012 NAICS code applicable to this acquisition is 311119. For a company to qualify as a small business, the size standard is 500 employees or less. An offerors' SAM record must indicate Small Business for this NAICS under the FAR 52.219-1: Small Business Program Representations (Alternate I) clause of the Entity Record section. The USDA, ARS, has a requirement for a contractor to provide commercial Animal Feed. The estimated quantities are attached. The details and specifications for the feeds, along with instructions for markings, deliveries, and inspections, are also attached with this posting. Any resulting award from this solicitation will be a fixed price, blanket purchase agreement (BPA) with two (2) Option Periods. Responsible offerors must be able to provide the following feeds, brand name or equal meeting the listed required specifications, for the quantities (in units specified in the attached specifications) from September 26, 2013 through September 25, 2014:This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): 0001 - Animal Feed Supply and Delivery 26 Sep 13 - 25 Sep 14. (See Attachment 1) (CLIN): 0002 - Animal Feed Supply and Delivery 26 Sep 14 - 25 Sep 15. (See Attachment 1) (CLIN): 0003 - Animal Feed Supply and Delivery 26 Sep 15 - 25 Sep 16. (See Attachment 1) This is a Brand name or EQUAL purchase description. Below is the estimated annual amount and type of Animal feed to be supplied. The Contractor shall provide all items F.O.B. destination. Period of performance is 26 September 2013 through 25 September 2014 with delivery taking place approximately weekly. Delivery will be within 4 days of the USDA representative's notification of quantities for that delivery. Location of the Government site is around USDA ARS Beltsville, MD 20705 and will be identified in the contract. The Government anticipates award of a Firm Fixed Price BPA and reserves the right to award multiple BPA's if in the best interest of the government. A contractor responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications, (2) Price and (3) Past Performance. (See attachment 2 for all applicable clauses). The basis for award is Best Value. "Best Value" means the expected outcome of the acquisition that, results from selection of the best value to the government. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price and (3) Past Performance. (See attachment 3 PWS). INSPECTON AND ACCEPTANCE TERMS: Services/Supplies will be inspected by Contracting Officer Representative (COR) and accepted at destination. (See attachment 3 PWS). DESCRIPTIVE LITERATURE: Offerors shall submit descriptive literature describing their proposed product with enough detail to ascertain whether the product meets the criteria listed above. (See attachment 3 PWS). DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award offerors shall provide 1) a Quote on company or formal letterhead containing the offeror's DUNS number, address, and socio-economic status, and detailing the item description, unit price per item and total price; 2) at least 3 to 5 references to be used for past performance must be within the last 3 years. (Government references preferred but will accept commercial references). References shall be provided for the items proposed and, if possible, include the email address of the reference person to be contacted; 3) a completed copy of the provisions FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS. If completed in SAM, include a copy of the active SAM record; 4) a completed copy of AGAR 452.209 - 70, REPRESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT TAX LIABILITY OR A FELONY CONVICTION (the boxes on pages 6 and 7 in the attached Commercial Clauses file); and 5) the Animal Feed Schedule B spreadsheet (attached with this posting) completed. (See attachment 3 PWS). REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer to be considered. NOTE: Guidance in this solicitation for actions within CCR and ORCA are now conducted through the Single Award Management system found at www.sam.gov. Vendors MUST have a record showing "Active" at the time of quote submittal to be considered for award. DELIVERY: FOB Destination. DELIVERY TO: USDA-ARS-BARC-EAST, 10300 Baltimore Avenue, BARC-EAST Building 177C, Beltsville, MD 20705. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM). A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted electronically. Partial payment will be authorized monthly based on Government approved invoices. Quotes must be received no later than September 11, 2013, 4:00pm Eastern Standard Time. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.fbo.gov.
