Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ_FEC_13_0454VP and the solicitation is being issued as a Request for Quote. The FEC Office of Congressional Affairs (OCA) serves as the primary liaison with Congress and Executive Branch agencies. One of its main responsibilities is to monitor ongoing legislative and appropriations activities on Capitol Hill that affect the FEC and its mission. Therefore, it is essential that the OCA has immediate access to legislation that relates to the FEC mission and annual appropriation. In order to accomplish this task, the OCA must utilize an electronic legislative tracking and notification internet service. 1. Introduction/Background: The Federal Election Commission (FEC) is an independent regulatory agency responsible for administering, enforcing, defending and interpreting the Federal Election Campaign Act of 1971 (2 U.S.C. 431, et seq. ) and administering the Federal public funding programs for Presidential campaigns and nominating conventions. The FEC is a dual-submission agency and submits its budget request to both the Office of Management and Budget and to Congress. 2. Objective/Purpose: The staff of the OCA must utilize an electronic legislation and notification internet service in order to help keep the FEC Commissioners and staff apprised of ongoing legislative and appropriations activities that affect the agency and its mission. 3. Description/Scope of Work: The legislative tracking and notification internet service must have the following capabilities: Legislation: Monitoring, tracking and searching for legislation; Legislative Resources including Congressional Budget Office Cost Estimates, Congressional Research Service; Reports, Committee Reports and Legislative Analysis ; Monitoring budget and appropriations. Congressional Committees: Hearing transcripts and testimony; Coverage of Committee markups, including amendments and vote outcomes; Committee Membership and staff information. Congressional Analysis: Breaking News, Legislative Analysis, Updates on Congress, Policy Research; House and Senate floor updates. Statutes and Regulations: Access to the Code of Federal regulations and ability to monitor regulations; Ability to track specific sections of the U.S. Code so any bill that affects those sections will be identified. 4. Deliverables and Schedule: The Contractor will supply a legislative tracking internet service to the OCA that meets the Scope of Work. The legislative tracking internet service will be available to the staff of the OCA immediately following the execution of the contract. 5. Performance Standards and Quality Measurement: Any system maintenance or updates performed by the Contractor that would limit access by staff of the OCA must be discussed with staff of the OCA in advance. Otherwise, the legislative tracking software must be available to the staff of the OCA 24 hours per day. 6. Contractor Tasks/Responsibilities/Capabilities: The Contractor must provide an introductory training session to staff of the OCA that explains the various features of legislative tracking internet service. The Contractor must also provide ongoing technical support and troubleshooting. The legislative tracking internet service must be available 24 hours a day. 7. Location of Work and Travel: The introductory training session for staff that explains the various features of legislative tracking internet service may be conducted via teleconference or at the OCA office. The staff of the OCA must be able to access the legislative tracking software interface both at the FEC offices at 999 E Street, NW, as well as remotely via the Contractor website. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 dated August 1, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP). All responsible sources may submit an offer that will be considered by this agency. The North American Industry Classification System Code (NAICS) for this acquisition is 519190 and the small business size standard is $7.0M. This is a fixed-price purchase order with a Base Year Period and Four Option Year Periods. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; and FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration (and the System for Award Management registration (https://www.sam.gov). This request for quote is a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 9:00 AM Eastern Standard Time (EST), September 6, 2013 to fecproposals@fec.gov and reference RFQ_FEC_13_0454VP. Electronic submission will ONLY be accepted. All information furnished must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein.
