- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of the Division of Intramural Research Programs (IRP) at the National Institute of Mental Health (NIMH), intends to negotiate a Purchase Order on a sole source basis with Qiagen, Inc., located at 27220 Turnberry Ln, Valencia, CA 91355 (i.e. Contractor), for the procurement of quantity one (1) QIAxcel Advanced System (PN:9002123) and quantity one (1) QIAcube (PN:9001292) to perform gel electrophoresis. The IRP at NIHM is charged with conducting gel electrophoresis including genotyping of PCR products, diagnostic digests, and sub-cloning for DNA analyses. Gel electrophoresis is also used for rough quantitation for RNA and protein. The essential government feature of this acquisition is a capillary electrophoresis system that is available with a complementary system capable of performing fully automated purification of nucleic acids and proteins. The basis for sole-source determination is based on the capillary electrophoresis system needing to enable high detection sensitivity with generation of robust results in lower concentrations of nucleic acid or protein. The system also needs to be available with a complementary system capable of performing fully automated purification of nucleic acids and proteins. Research will be conducted using molecular biology applications, including an integrated touchscreen and automated load check to ensure samples, reagents, and labware are correctly loaded. The complimentary system also needs to be compatible with Qiagen mini prep kits or equivalent as these are currently used in the laboratory. This Contractor is the only source of supply that can satisfy this government requirement. This acquisition is made under Simplified Acquisition Procedures in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 12, and is exempt from the competition requirements of Part 6. This Notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
