- Government Furnished Property Report Contract Data Requirements List Statement of Work Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through FEDBIZOPPS. This is a combined synopsis and solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-13-Q-2671. NUWC Division Newport intends to purchase the following services: marine mammal tagging operations, tracking, and identification services, IAW attached Statement of Work, at the Atlantic Undersea Test and Evaluation Center (AUTEC), Andros Island, Bahamas (estimated Level of Effort is 1,328 man-hours). The contractor shall monitor the movements and diving behavior of several species of whales relative to Navy exercises involving the use of active sonar. Monitoring shall be done via satellite tracking of dart-tagged animals, with additional context provided by photo-identification. In addition, the contractor shall provide tissue samples from individuals using remote biopsy sampling methods for use in other studies. The contractor must provide their own boats. Tagging operations at sea is a highly specialized skill that requires considerable expertise as well as the appropriate permits. It is intended to place a Not to Exceed purchase order with Bahamas Marine Mammal Research Organization (BMMRO). They are the only known source for these services because BMMRO holds the appropriate research permits. Permits are species and location specific. All other timely offers will be considered. Offers for other services must contain complete details regarding how the offer will meet the requirements of the solicitation and cost information. This requirement is unrestricted. NAICS Code is 541712 and size standard is 500 employees. Evaluation factors are technical capability, price and past performance. Each is equally important. Offers should include cost breakdown, delivery terms and the following additional information: Cage Code.
