Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is HHS-NIH-NIDA(SSSA)-CSS-2013-3040329 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68. The National Institute on Drug Abuse (NIDA), on behalf of the National Institute of Mental Health (NIMH) has a requirement to procure one (1) Cerebus Neural Signal Processing System, 128-ch real-time data acquisition system, compatible with existing equipment as stated in this notice, on a brand-name or equal basis. The NIMH Laboratory of Systems Neuroscience, Section on Critical Brain Dynamics, is charged with recording neuronal activity from neurons in the behaving non-human primate. The laboratory is studying the organization and functional relevance of large neuronal populations in the cerebral cortex of the brain. The lab has performed in vivo recordings in awake non-human primates using a Cerebus Neural Signal Processing (NSP) System manufactured by IS2 Micro Implantable Systems, LLC. Recordings have been conducted on the Cerebus NSP system, Model: 128-channel neural signal processor, Serial number: 4176-0061. For compatibility reasons, the current data acquisition system needs to allow for proper synchronization, and combined central recording and analysis control of both arrays. The basis for brand-name determination is compatibility with the existing government-owned equipment identified in this notice. Compatibility with the existing NSP system will expand the recording capacity of the laboratory and allow recordings to be conducted on two implanted microelectrode arrays simultaneously. The NSP system shall include a front-end amplifier with complementary digital hub providing ability to transition CerePlex E for NHP CerePort array recordings to analog headstages. Contractor shall deliver the item(s) FOB destination to the NIH Main Campus, building 35, Bethesda, MD 20892. Offerors will be evaluated on their ability to meet the essential government requirements listed in this solicitation. The quotations submitted by Offerors will also be evaluated on best value in relation to price. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. In order to be considered for award, the offeror must have completed the electronic annual Representations and Certifications requirement in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that prospective awardees shall be registered in the federal System of Award Management (SAM), located at https://www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
