Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cancer Biology and Genetics (LCBG) plans to procure on a sole source basis the services of BD Biosciences, 2350 Qume Drive, San Jose, CA 95131-1807 to provide maintenance for the Government-owned instrumentation listed here: • (2) FACSCalibur flow cytometers S/N E1703 and S/N E3137 • (1) LSRII flow cytometer S/N H1076 • (1)LSR Fortessa flow cytometer S/N H17700008 • (3) FACSAria cell sorters: S/N P0161,S/N P46900083, S/N P69500039 This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b) (1). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Award will be made subject to the availability of funds. Period of Performance: One year from date of award It has been determined that there is no opportunity to acquire green products or services under this contract. The Center for Cancer Research (CCR) is responsible for the maintenance of BD Biosciences FACSCalibur flow cytometers for the NCI. The NCI requires a maintenance agreement to ensure that these instruments are in good working condition at all times. Contractor shall perform two (2) preventive maintenance inspections during the contract period. All service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided by the Contractor on an unlimited basis during the term of this contract. Contractor shall guarantee on-site response time of 24 hours or less. Contractor shall furnish all required replacement parts at no additional cost to the government, with the exception of consumables. Parts shall be new or remanufactured to original equipment specifications. Contractor shall provide unlimited telephone support to include expert technical engineering advice for all equipment covered under this contract. Contractor shall provide timely installation of all LCBG software revisions and LCBG component revisions. Becton Dickinson (BD) Biosciences designed and fabricated the instruments requiring maintenance. BD Biosciences is the only known organization with the spare parts and engineering expertise necessary to supply this service contract. BD Biosciences has many manufacturer-trained service representatives in the immediate area to meet required response times. BD Biosciences maintains a full inventory of parts in its warehouse that can arrive on-site by the following morning to replace items and return equipment to service immediately. The instruments are uniquely designed for the NCI, and the manufacturer, BD Biosciences, is the only vendor familiar with their service requirements. In addition, BD Bioscience is the only company qualified to provide software and hardware upgrades to these instruments. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a proposal which shall be considered by the Government. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the proposal must be received in the NCI Office of Acquisition on or before 11:00 AM EST on September 4, 2013. Electronic proposals will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
