- The Naval Center for Space Technology (NCST), an organization within the U.S. Naval Research Laboratory (NRL) located in Washington, DC, is the designated lead for Navy space programs. The Space Systems Development Department (SSDD) is the space and ground support systems research and development organization of the NCST. The SSDD develops and advances technologies, defines mission needs, concepts of operations and system requirements based on mission needs, develops system architectures, designs and develops systems and subsystems, demonstrates their capabilities, and transitions these systems to operational use. In recent years, the SSDD has developed Command, Control, Communication, Computing, and Intelligence (C4I) projects for the Department of Defense (DoD) and other U.S. Government agencies. The NCST has the mission to preserve and enhance a strong space technology base and provide expert capabilities in the development and acquisition of space and related systems. The SSDD, a department within NCST, is chartered to develop space and related terrestrial systems, aerospace systems, and tactical communications systems, and to actively pursue emerging technologies advancing space, aerospace, and tactical communications systems. This synopsis is to perform research and development for Remotely Operated Deployable Ground Emitting Reference Systems (RODGER), required in support of the SSDD technology advancement efforts, in the areas of (1) system design and (2) special signals research and development. Work described here involves development of special signals algorithms and supporting hardware required to generate data to be loaded into NRL custom designed boxes which will produce RF emissions through the antennas attached to these boxes. These systems are tied together via a world-wide network owned by the Navy. The design requires a thorough understanding of the architecture of this network and experience in using the NRL custom designed boxes. These boxes consist of digital pulse generation, signal generation, RF generation equipment and feed sample devices. A complete Performance Work Statement (PWS) will be available as part of the solicitation. It is anticipated that an Indefinite Delivery Indefinite Quantity (IDIQ) contract will be made as a result of the solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued.
