Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of the Intramural Research Program (IRP), Molecular Targets & Medications Discovery (MTMD) Research Branch at NIDA, intends to negotiate a Purchase Order on a sole source basis with the University of North Carolina, Department of Chemistry, located in Chapel Hill, NC for the procurement of quantity one (1) UEI Potentiostat for in vivo fast scan cyclic voltammetry. The in vivo fast scan cyclic voltammetry (FSCV) laboratory is charged with monitoring changes in neurotransmitter concentrations in the brain of anesthetized rodents and in rodent brain slices. The FSCV is currently expanding research to include researching freely-moving rodents from a Potentiostat, in which neurotransmitters will be oxidized and reduced directly into the brain and the corresponding electrical signal will be recorded and analyzed outside the brain. The FSCV requires a UEI Potentiostat manufactured by the Contractor to use with two (2) existing UEI Potentiostats, which were designed and previously purchased from the Contractor, and used for delivering and collecting currents from stimulating voltammetry electrodes in the rodent brain. The acquisition will also consist of breakout boxes for making electrical connections between the UEI Potentiostat and a PC mainframe. TarHeel software is included to collect and analyze data from the Potentiostat. The Potentiostat needs to be compatible with existing government-owned equipment. Data integration with prior data collected is also an essential government feature that will be achieved through this acquisition. The Contractor is the only source that can satisfy government requirements. This acquisition is made under Simplified Acquisition Procedures in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 12, and is exempt from the competition requirements of Part 6. This Notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
