- Notice of Intent The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 6.302-1) with AlterG, Inc., 48438 Milmont Drive Fremont, CA 94538-7326, as the only responsible source that can provide one (1) Anti-Gravity Treadmill. The system shall be used for conditioning training with musculoskeletal injuries, and post surgery for faster healing and rehabilitation time. The system shall be able to reduce the patient's effective body weight by at least 80% (controlled in at most 1% increments). The system shall increase in speed from 0 to at least 15 mph in the forward direction and at least 5mph in the reverse direction. The system shall be able to incline from 0% to a minimum of 10%. The treadmill shall have a screen to control and set weight, speed and incline. The treadmill shall use air pressure technology that would allow the patient to have unrestricted mobility and not influence the movement in practice. There shall not be any liquid components. The system shall be able to accommodate patients between at least the range of 100 - 400 lbs. The weight of the system shall not exceed 1200 lbs. Due to space constraints; the treadmill system shall occupy an area of less than 30 sq ft. The treadmill system shall include all necessary accessories. The treadmill electrical requirements are 220VAC, 30A, 60Hz and single phase. Only AlterG, Inc. can provide an anti-gravity aerobic exercising treadmill that is an air-based system for use in rehabilitation. The P200 patient-lifting treadmill produced by AlterG, Inc. is the only treadmill available on the market that uses air pressure based technology. The air-based system applies support uniformly in a way that patient-lifting pulley systems cannot. AlterG's P200 treadmill is the only treadmill that offers an air-based system with all-around support and unrestricted mobility for use with patient rehabilitations. No other vendor can provide this technology. The contract will be awarded firm-fixed price in the amount of $79,590.00. This acquisition is being conducted IAW FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. There are no set-aside restrictions for this requirement. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 339112. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
