- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Quote number HSCG44-13-Q-2159. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68. This procurement will be processed in accordance with FAR Parts 12. The North American Industry Classification System (NAICS) is 811310. The Small Business Administration (SBA) size standard is $7 million. This acquisition is a Brand Name Service Procurement. The Brand of Service is Liebert Power Products. This IS a Total Small Business Set-A-Side. The USCG Command, Control and Communications Engineering Center (C3CEN) located in Portsmouth, Virginia intend to award a Firm Fixed Price (FFP) Purchase Order Contract for a Service and Maintenance Agreement (SMA) for Uninterrupted Power Supply (UPS) Units located at Portsmouth, Virginia and Alameda, California. See the Justification for Other than Full and Open Competition (JOTFOC) and Schedule B below. *NOTE* The USCG/Government reserves the right to Award on an All or None Basis that is the Government may issue a Purchase Order (PO) to the Offeror that submits the Lowest aggregate price rather than issue a Purchase Order to each Offeror on the basis of the lowest Quotation on each item. The Coast Guard does not own nor can they obtain specifications, drawings, plans or other technical data for these items. Requests for specifications and drawings will be disregarded. Any Offeror that can provide the services as an authorized service provider of Liebert Power Products are encouraged to provide a Firm Fixed Price Quotation in regards to this FedBizOps Solicitation. The USCG/Government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and the Best Value to the Government, price and other factors considered. *PLEASE NOTE* Interested Offeror's are to provide Firm Fixed Price Proposals in accordance with the Statement of Work by 4 September 2013 @ 7:00AM EST. STATEMENT OF WORK (SOW): The Contractor shall provide the Level of Service Maintenance as noted in the Schedule B for each specific Tag Number and Location. It is required that the technicians providing these Levels of Service on the items listed be a Qualified Technician to service those items and provide the Preventive Maintenance. They are to be Factory Trained Technicians. Travel: The Contractor will be required to travel to the locations listed in the Schedule B. Payment for Travel Expenses will be in accordance with the JFTR. Coverage Type: Level 1: - Guaranteed 4-hour response, Seven days a week. Twenty-four hours a day. - Emergency Service Labor and Travel Coverage - Parts Coverage - Preventative Maintenance visits scheduled Monday-Friday 8am-5pm Level 2: - Guaranteed 4-hour response, Seven days a week. Award will be made to the Offeror proposing the Best Value to the Government considering specification, price, past performance and quality. Evaluation of options will not obligate the Government to exercise the option(s). (End of Provision) FAR 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within thirty (30) days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least sixty (60) days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed thirty-six (36) months. Nature and/or description of the action being approved: Service Maintenance Agreement (SMA) for Uninterrupted Power Supply (UPS) Systems installed as USCG LANT located in Portsmouth, Virginia and PAC located in Alameda, California Area Command Centers. 3. Description of supplies or services required to meet the agency's needs (including the estimated value): Provide Service Maintenance Agreement for both LANT and PAC Area Command Centers UPS systems. Estimated Value: $55,000.00 (including all option periods) 4. An Identification of the statutory authority permitting other than Full and Open Competition: FAR 6.302-1(c) Application for brand-name descriptions. (1) An acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer. 5. A Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. Liebert Services customer engineers are factory trained specifically for components and parts associated with both Uninterrupted Power Supply systems at LANT and PAC Area. 6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under FAR 5.202 applies: Requirement shall be posted to FedBizOps as Brand Specific Service Procurement, with the statement that any interested Offeror's that feel they can provide these items as listed may provide a quote. 7. Determination by the Contracting Officer that the anticipated cost to the government will be fair and reasonable: Prices offered will be compared to previous acquisitions for the same service. 8. Description of Market Research conducted (see Part 10) and the results or a statement of the reason market research was not conducted: GSA website searches conducted for same/similar batteries - UPS12-210MR - conducted. The batter type located, but prices listed include battery only, not installation labor and disposal services for the old batteries. 9. Any other facts supporting the use of other than full and open competition: None at this time. 10. Listing of sources, if any, that expressed, in writing, an interest in the acquisition: Emerson Network Power 11. Statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for supplies or services required: None at this time. 12.
