Attachment 1, MInimum Government Characteristics Item Information for FA5209-13-Q-1038 Combo RFQ for 2 ton Truck Solicitation Number: FA5209-13-Q-1038 Notice Type: Combined Synopsis/Solicitation Synopsis: Added: August 22, 2013 8:00 a.m. Combined Synopsis/Solicitation RFQ - Purchase of new Flatbed Truck 2000kg, 4x2 for 374 FSS/FSCVO, Yokota Air Base (100% NAF FUND) Requesting Agency: 374th Force Support Squadron/FSCVO, Vehicle Operations (NAF) Bldg 1290, Yokota Air Base, Fussa-shi, Tokyo 197-0001 Japan Purchasing Agency: 374th Contracting Squadron/LGCB Bldg 620, Yokota Air Base, Fussa-shi, Tokyo 197-0001 Japan This is a non-appropriated fund purchase and it does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services, and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars, however Japanese sales consumption tax may required for local vendors. This solicitation is issued as a request for quotation (RFQ) IAW Air Force Manual 64-302, Non-appropriated Fund (NAF) Contracting Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Submit written proposals in reference to Request for Quotation (RFQ) number FA5209-13-Q-1038. Due to the overseas location of this solicitation, no set-aside will be used. The NAICS code for this requirement is 441110, New Car Dealers. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59 dated 10 May 2012. Potential bidders are to provide a proposal for the purchase outlined in the Government Minimum Characteristics Item Information (GMCII, Attachment 1),which is included as an attachment to this solicitation: - Proposal shall include a total price for the following bid schedule: CLIN 0001 - Flatbed Truck in accordance with the attached Government Minimum Characteristics Information (GMCI), Attachment 1 Quantity: 1 EA - Unit Price: ¥_______________ Total Price: ¥_______________ - Prices shall be all inclusive (i.e. all material, transportation, labor, etc.) - Prices shall be proposed in Japanese Yen (¥) and proposals shall be valid for a minimum of 60 days - Desired Delivery Period: 60 calendar days after receipt of the resulting contract. - Proposal shall also include the contractor's Technical Capability as follows: Proposal Specifics: Proposals are due to this office no later than 2:00 p.m. Tokyo Time, Monday 30 August 2013. Company's complete mailing and remittance address 2. Discounts for prompt payment- if any 3. Proposals must be valid for a period of no less than 60 days. 4. Proposal shall include the contractors Technical Capability as follows: a) Manufacturer Catalogs, Brochures, or Specifications need to be attached as outlined in the Government Minimum Characteristics Information, Attachment 1 b) Projected schedule of Delivery Date Evaluation of Proposals: This is a competitive solicitation for quotations utilizing Lowest Price Technically Acceptable. NAFI will award a contract to the responsible vendor whose quotation (conforming to the solicitation) contains the lowest price and has been evaluated by the customer to be technically acceptable. Therefore, quotations should contain the vendor's best terms from a price, and technical qualification standpoint. FAR 52.212-2 - EVALUATION--COMMERCIAL ITEMS This provision is incorporated by reference, and paragraph (a) is modified to read as follows: (a) NAFI will award a contract/purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers: 1. Price 2. Technical Acceptability: Technical Acceptability is achieved when the offeror provides proof that the products meet the minimum standards of Government Minimum Characteristics Information, Attachment 1. All offerors shall submit the product literature or other documents to provide quality products complying with the attached "Minimum Characteristics Item Information (i.e., products brochures, products catalog data, and/or drawings). Initially, offers shall be ranked according to evaluated prices, and the lowest offeror's technical information will be forwarded to the customer, 374 FSS for evaluation, and the customer will rate the technical information as "acceptable" or "unacceptable". Technical acceptability is met when the offeror submits proof of technical capability and compliance with the requirements above. A single award will result from this evaluation. If the lowest offeror meets the Government technical acceptability as defined above, the Purchase Order will be awarded to the lowest price with technically acceptable offeror. If the lowest offer fails to meet the Government technical acceptability, it will be eliminated from consideration for award. The Government will then evaluate the next low offeror's technical acceptability in the same manner. This process will continue until on offeror is found to meet the Government technical acceptability as defined in this solicitation. The Government intends to award a purchase order without discussions with respective offerors. The Government however, reserves the right to conduct discussions if deemed in its best interest. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
