- This is a combined synopsis/solicitation for a commercial service prepared in accordance with FAR Part 13 - Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) NIHLM2013836-KP. This solicitation document incorporates provisions and clauses that are in effect through FAC 2005-69 FAR Revision effective August 1, 2013, including all FAR Circulars issued as of the date of this synopsis. This acquisition is a Total Small Business Set-Aside and the North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services. This is a labor hour contract and it is anticipated that an award will be made for a base year and two option years. BACKGROUND The SIS SQL Entry and Update System (SSEUS) software system is a multi-targeted, wide-area, Internet-based update system used by the Specialized Information Services (SIS) Division of the National Library of Medicine for editing and emending TOXNET and other related biomedical and toxicological databases. SSEUS permits the updating of data on MySQL and other ODBC-compliant relational database systems by file builders and SIS staff working from a variety of Microsoft Windows, Sun Solaris, and Linux computers connected to the Internet. The core software is written in the UNICON programming language. The SSEUS suite of programs manages the transformation, formatting, importing, editing, and exporting of data and databases from continually evolving, externally provided sources. These data are critical elements of SIS's Toxicology and Environmental Health program; they are designed for the use of toxicologists, hazardous substance responders, and chemical-based scientific and medical research. SSEUS provides a system for reviewing and editing these data and for exporting the results according to multiple print and database formats. The software underlying SSEUS includes UNICON, MyODBC, OpenSSH, MySQL, C, SPITBOL, and standard UNIX and Microsoft utilities. SSEUS has both interactive and automated batch components. PURPOSE AND OBJECTIVE OF THE PROCUREMENT The purpose of this acquisition is to obtain the services of software development support for the SSEUS, to provide maintenance programming support for the SSEUS wide-area update system, modify modules so as to accommodate the changing characteristics of data sources, and to restructure presentations to the databases on-line to be included in the SSEUS system. PROJECT REQUIREMENTS The scope of the project will include: 1.The contractor shall respond to problems encountered by users of the SSEUS system by making corrections to the SSEUS source code, by providing documentation, and by consulting with users and SIS staff. 2.The contractor shall be available for prompt response to emergency problems on an as-needed basis. 3.The contractor shall be available for one to two weeks a year on site in order to assist SIS programming staff in the on-going modification and design of the SSEUS system. 4.The contractor shall create programming guides and user documentation as requested by the COR. 5.The contractor shall show familiarity with the structure and update practices of Hazardous Substances Data Bank (HSDB), Developmental and Reproductive Toxicology (DART), Chemical Carcinogens Research Information System (CCRIS), Directory of Information Resources Online (DIRLINE), LactMed, or similar databases. 6.The contractor shall undertake modification and extension of the minor database version of SSEUS to generalize its support for ad hoc inspection and manipulation of occasional databases. 7.The contractor shall provide support for Scientific Review Panel members. This includes system installation and configuration, modification of data fielding, printing support, data import and export, and documentation. 8.The contractor shall provide programming and procedural documentation for SIS programmers working on the SSEUS system. The Government estimates that the following labor category and labor hours will be needed from the Contractor to perform the required services. The following is a sample of position(s) and labor hours that would be appropriate for performance of this requirement. The vendor may propose other labor categories and experience levels, if they would contribute to a more efficient solution; however, the vendor must demonstrate that the personnel and proposed experience levels meet the Government's requirement. A System Analyst/Programmer may be required to work an estimated 373 hours for the base year and each option year as well. REPORTING REQUIREMENTS The contractor shall meet or teleconference with Project Officer on an as needed basis. All resulting electronic files, source codes, and reports will become the property of the Government. QUOTATION REQUIREMENTS 1.The contractor must demonstrate a minimum of four years of programming experience with the UNICON and ICON programming languages and shall provide examples of major programs proving ability to create applications with embedded text processing capabilities and with remote manipulation of textual databases over the Internet. 2.The contractor shall have proven ability to work with windowing conventions on Microsoft Windows and UNIX/Linux platforms. 3.The contractor shall show experience with very large scientific and medical databases containing chemical and toxicological data. 4.The contractor shall have experience with the format of scientific data received and used by the National Library of Medicine. 5.The contractor must show code-level familiarity with the SSEUS system and demonstrate an understanding of how the modules relate to database sources currently under the SSEUS system and those which are to be brought into it within the next 2 years. 6.All code and programs developed in this project shall be available for unrestricted use and modification by the Government. The contractor shall have unrestricted use of the code for all other purposes. 7.The contractor shall show familiarity with the structure and update practices of HSDB, DART, CCRIS, LactMed, DIRLINE and other TOXNET databases. EVALUATION CRITERIA Technical factors are of paramount consideration; however, cost is also important to the overall award decision. All evaluation factors other than cost, when combined, are significantly more important than cost. The Government can make tradeoffs among cost and technical factors in determining which offeror provides the best value by awarding to other than the lowest cost offeror or other than the highest technically rated offeror. Award will be made to that offeror whose quote provides the best overall value to the Government. The Government shall evaluate quotes using the following technical evaluation criteria, which are listed in the order of relative importance: Criteria A: Understanding the Requirement and the Technical Approach The contractor shall provide a written proposal demonstrating an understanding of the purpose and intent of the task order requirements through a comprehensive description of the proposed approach; identify and describe potential problem areas and propose strategies for preventing or solving the problems; and describe procedures to ensure that the project timeline will be met. The proposal shall demonstrate sufficient contractor experience and knowledge to assure rapid execution of tasks. Offerors shall describe the equipment required to perform the work requirements successfully. B. Corporate Experience, Staffing and Management The contractor's proposal shall discuss how the proposed personnel have the knowledge, experience, and skills to contribute to the job category or categories and project scope as outlined in the solicitation. The response should address how previous work is directly relevant to the requirements for this delivery order. Proposals should include examples of previous projects that demonstrate the contractor's ability to analyze and implement technical approaches and/or the contractor's experience with database application design and development. The proposal should include: a brief description of the nature of the problems solved; tools used, the role and participation of the contractor in solving the problems; and the time required to solve the problem. The proposal shall provide a work plan that specifies how each of the requirements is to be accomplished including scheduling of time and personnel. The offeror shall provide evidence of the qualifications, experience, and availability of proposed personnel in the form of summary descriptions not exceeding one page. The summaries must reflect expertise with respect to each person's proposed responsibilities for the required tasks and should highlight relevant experience. These summaries should be provided in lieu of full-length resumes. The proposal shall specify how the professional personnel employed under the task order will organizationally operate, and the name, title, and experience of the offeror's project manager. C. Past Performance The government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of high quality products and services. a) Offerors will submit a list and description of the last five contracts completed during the past three years and all contracts currently in process. b) For each contract/subcontract identified, include a brief synopsis which includes the date the work was performed, the client for whom the work was performed (include client name and telephone number), and a description of work performed. The offeror is authorized to provide information on problems encountered on the identified contract/subcontract and the offeror's corrective actions, if necessary. QUOTATION SUBMISSION The quotation shall not exceed 10 pages. The page limitation includes the cover letter, table of contents (if any), resume (if any), and narrative. Quotations shall be submitted in an electronic mail format no later than 12 p.m., local prevailing time, on Monday, September 9, 2013 to the Contract Specialist at: pringlek@mail.nih.gov.
