Description
Addition to statement of work. Question and response. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All items below are brand name or equal. If quoting or equal quote items, please include all physical, functional and performance capabilities. This requirement is under NAICS 314910 or 339999. 0008 Floor Portable QTY TBD based on shelter qty and size UI EA 0009 Repair Kits QTY 20 UI EA 0011 Heater, Air 15 foot hose QTY TBD on the qty of shelters proposed UI EA 0012 Cable, Multiple Outlet Power QTY TBD on qty of shelters proposed, UI EA 0013 Extension Cables - 75feet, 120V, 20A, 3 COND, QTY 95 UI EA 0014 Shelter Sleep System QTY 25-38 (depending on shelter size) UI EA Each system shall consist of shelter, lights, one (1) anchor kit, and one (1) repair kit. 0015 Cots, 80 inches - 84 inches in length, QTY 300 UI EA Line Items 1-7 and 10 are reserved. Please see statement of work below for specifications on requirements. 1.1 GENERAL REQUIREMENTS a. A 300 person camp comprised of 25-38 shelter structures, each capable of housing 8-12 persons, shall be provided. b. The structure dimensions for each shelter when erected shall be rectangular with approximately 400-450 sq. feet total, with the capability to place 4-6 cots along each side (8-12 total) with room for a center aisle. c. When in storage configuration each shelter must be capable of being carried by 4 personnel with weight not to exceed 500 lbs. d. Each structure shall be made of a lightweight self supported structural frame that is modular in design. e. Each structure shall consist of a prefabricated membrane cover for better insulation. The membranes should be resistant to flame, chemicals, water/ice, mold and fungal growth. f. Each structure shall be supplied with zippered doors on each end and zippered windows on each side. g. Cots shall be included for each shelter for a total of 300. Cot length shall be 80 inches to 84 inches in length. h. Each structure shall be provided with portable hard surface connecting flooring. i. Each structure shall be provided with a pre-assembled (plug-and-play) electrical and lighting system and electrical receptacles. The electrical and lighting systems provided with the structure shall conform to NFPA 409. 1. Each structure shall have a total of eight (8) outlets a. 20AMP b. Minimum 25 feet in length 2. Each structures internal lighting system shall maintain at least an average of 300 lux white light at 2 meters above floor level. j. Each structure shall be provided with a diesel powered heating unit able to maintain a comfortable interior working environment (65 degrees F) at -40 degrees F ambient temperature. Diesel powered heater requirements are the following (Brand name or equal to Diesel Air Heater AH-100-15): 1. 100,000 BTU 2. 100 lb weight limit per heater 3. 12 gallon fuel tank 4. 15' heater hose 5. 1 per single tent in temperatures of 0 to -40 F 6. 1 per conjoined 3 structures in temperatures of 10 to 50 F k. Ground Anchors shall be included for attachment of each structure to either a concrete or natural surface. l. Each structure shall be capable of being erected from the ground by 4-6 personnel without the support of cranes. m. Repairs: Structure shall be equipped with a fabric repair kit with tools and spare fabric for making field repairs. n. Additional Repair Kits: request additional twenty (20) repair kits - this is in addition to the repair kits that shall come with each shelter o. Training: A product training team will provide the AKARNG with a mobile course (at least 2 days of instruction) at JBER, AK to instruct AKARNG personnel on shelter assembly, takedown, maintenance, and storage at no additional cost. 1.2 DESIGN a. Structure design shall be modular allowing for individual shelters to be attached lengthwise as necessary b. Each structure shall be designed to provide venting for climate control systems c. The structure shall be capable of being assembled, operated and dismantled in all ambient temperatures between -50 degrees F and 120 degrees F. d. The structure's fabric shall be designed to withstand 150 degrees F when stored in packing containers. e. The structure shall withstand without damage, exposure to hot humid conditions up to 100% RH. f. Snow load: The structure shall be designed to withstand 0.46kPa(50kg/m2; 10psf) on the ground. g. The structure shall withstand sustained wind speeds of up to 55 mph. h. The structure shall be made of an aluminum self supported frame which features minimal weight without loss to structural integrity in arctic temperatures. The structural frame shall be free standing and independent of the fabric cladding. i. The structure shall be designed to be erected on a concrete apron or natural ground surface. 1.3 MATERIALS a) Every item of the structure and associated erection kit will be provided with a clear defining label. b) The framework of the shelter will form a natural faraday cage for the protection of the structure against lightning. Ground connections, ground rods, connectors and cables will be provided as required. c) Electrical and lighting systems shall be pre-assembled for quick connection and will conform to NFPA 409. d) The Erection Kit/Tools provided shall include all the necessary components to erect the structure, and associated electrical/lighting systems. 1.4 WORKMANSHIP The workmanship of all materials and components of the structure shall be of commercial standard quality commensurate with the functional requirements of the item. Please include shipping charges directly to Fort Richardson, AK 99505. Delivery shall take place NLT 120 days after date of contract. Firms that believe they can provide similar required items shall provide supporting evidence to the Contracting Officer. This announcement constitutes the only written notice. Basis for award will be the best value to the Government. In accordance with FAR 52.212-2, the Government will award a contract/purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following evaluation factors shall be used to evaluate offers: Technical (item specifications) and Price. The following provisions are incorporated by reference, FAR 52.211-6 Brand Name or Equal, FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Offeror Representations and Certificates-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions-Commercial Required to Implement Statutes of Executive Orders-Commercial Items.
