- Buckley Air Force Base, located in Aurora Colorado, is conducting a market survey with the intent of determining the interest, capabilities and qualifications of potential small businesses in providing two EF-5 Certified Safe Shelters as a PRIME contractor for a potential firm fixed-price contract. A firm requirement has not yet been established, and funds are not presently available. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The contractor shall be required to provide all labor, materials, tools and equipment in order to deliver and set up two safe rooms which are certified to meet International Code council (ICC) 500 and National Storm Shelter Association (NSSA) Standard for the Design and Construction of Storm Shelters. This standard must be met without the need for mechanical anchoring. At a minimum, each safe room must meet the requirements listed below: Meet FEMA's "Near Absolute" Safety Rating. This standard must be met without the aid of mechanical anchoring. Each unit must have a minimum of a 32 person occupancy rating as outlined in ICC/NSSA/FEMA standards. Each unit must be a minimum of 20'L x 8'3" W x 8'3" H. Engineered for a 20 psi @ 200 psi-msec free field blast pressure. Each unit will have a minimum of two occupant removable 250 lbs egress/access doors. Integral pressure reliefs per ICC/NSSA/FEMA standards. Each unit will have a minimum of two 90 minute emergency 11 lux lighting fixtures with lamps. Connectors for shore power of 110 volts. Single phase, 30 amps. Delivery and Setup. All contractors interested in providing this product may indicate their interest in this potential acquisition by supplying responses that should include: (1) Identification of company size status, certifications, i.e., 8(a), HUBZone, SDVOSB, small business. (2) Proof of experience and capability. (3) Answers to the questions listed below. Capability statements will not be accepted after the due date. Responses shall be limited to five (5) pages. 1. How long have you been in business? 2. Have you ever performed government contracts? 3. Are you registered on "System for Award Management"? (www.sam.gov) 4. Does your company provide this product or do you subcontract the work? If you subcontract out the work, what be subcontracted? THIS SOURCES SOUGHT IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. Note that this is not a request to be placed on a solicitation mailing list nor is it a request for proposal, or an announcement of a solicitation. The anticipated North American Industry Classification System Code (NAICS) is 624221, Temporary Shelters. This NAICS has a small business size standard of $10 million. If you believe another NAICS is more applicable based on this requirement, please so indicate and state the justification with your reply. The Government will not pay for any material provided in response to this market survey nor return the data provided.
