- This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Region (NWR) located in Seattle, WA on a sole source basis with Melanie Rowland. The Government intends to acquire services using FAR Part 12 & 13 Simplified Acquisition Procedures not to exceed $100,000.00. The contractor will provide guidance for resolving policy issues; develop training; and, apply the best technical practice, consistent with legal authorities, for incorporating marine and coastal impacts due to climate changes to the Endangered Species Act (ESA). A NMFS Climate/ESA Initiative stemmed from two workshops convened by NOAA in 2008 that focused on: (1) climate and NOAA's living marine resource management requirements; and (2) strengthening NOAA's capacity to address marine and coastal impacts of climate change. One recommendation from the living marine resources workshop was to establish an Endangered Species Act (ESA) climate working group to establish guidelines for the incorporation of climate impacts into NOAA's mandated living marine resources management processes. As a first step, NMFS established an Endangered Species Act Climate Working Group in 2010 to develop standard operating procedures for incorporating climate information into Endangered Species Act actions. This group, which is composed of NMFS scientists, managers, and legal counsel, conducted case studies, based on recent or pending ESA decisions, and evaluated and improved current practices for integrating impacts of climate change into those decisions. They also formed a subgroup to identify key climate change guidance issues to bring to the attention of senior managers. The team members raised issues based on their experience in incorporating climate change information into ESA decisions and the range of technical options identified through the NMFS Climate/ESA Initiative. When possible, the team identified alternative guidance options and briefly evaluated each option. Currently, technical papers and a summary of management applications are in press in a special edition of the journal Conservation Biology, with publication expected in December 2013. Melanie Rowland is a co-author of two of the accepted journal articles. She is also a co-author of an internal NMFS document identifying policy issues and management options. The next steps for the NMFS Endangered Species Act Climate Working Group in FY 2014 include resolving policy issues with senior NMFS leadership and developing training and guidance for applying the best technical practices and key policy guidance to NMFS' ESA management decisions. The guidance must be consistent with NMFS' legal authorities, which is one reason the assistance of an attorney knowledgeable of ESA and climate change technical and policy issues is critical to success of this project. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately September 9, 2013 through March 31, 2014 with two (2) five (5) month option periods. The NAICS code for this procurement is 541199 with a corresponding size standard of $10Mil. This Special Notice is not a request for competitive proposals; however, a Statement of Work will be provided upon request. Other potential sources with the expertise and required capabilities to provide these services may submit such documentation which demonstrates the requirements stated above no later than September 6, 2013 at 10am Pacific time.
