- This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Response to this Sources Sought Notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Gulf Coast Veterans Heath Care System (GCVHCS) located at 400 Veterans Avenue, Biloxi, MS 39531 requires on-site Radiation Safety Services. Services include functioning as the Radiation Safety Officer (RSO) in the conduct of the GCVHCS' Radiation Safety Protection Program and ensure that the radiation safety activities are being performed in accordance with National Health Physics Program (NHP) Nuclear Regulatory Commission (NRC) license-approved procedures and regulatory requirements. The contractor shall have the authority to implement the Radiation Protection Program as referenced in 10 CFR 20.1101 - Radiation Protection Programs, and Subpart B: 35.24 - Authority and Responsibilities for the Radiation Protection Program, Paragraph {g}, and as delegated by the signed letter of understanding provided by the GCVHCS Director. The contractor shall have the authority, organizational freedom, time, resources, and management prerogative to: identify radiation safety problems; initiate, recommend or provide corrective actions; stop unsafe operations; verify implementation of corrective actions; and investigate deviations from the radiation safety practices approved by facility management and/or the GCVHCS Radiation Safety Committee. The contractor shall perform an annual review of all operational elements of the As Low As Is Reasonably Achievable (ALARA) Program. The contractor shall investigate and take appropriate action when investigational levels are exceeded. The contractor shall have the minimum training and experience as defined in 10 CFR (Code of Federal Regulations) 35.50 - Training For Radiation Safety Officer, or 10 CFR 35.900 - Radiation Safety Officer. The contractor shall be expected to work as little as 32 hours per month to as much as 80 hours per month depending on mission requirements. Offeror's response to this Notice shall be limited to 5 pages and shall include the following information: "Offeror's company name, DUNS, full address, point of contact, title, phone number, and email address. "Offeror's interest in bidding on the solicitation when it is issued on www.fbo.gov. "Offeror's capability to meet this requirement including any current contracts (Civilian or Government). Responses must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source. "Offeror's size of business (small or large) and socioeconomic status (whether Service Disable Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc.). If stating SDVOSB or VOSB status, your company must be verified with the seal/icon or show pending verification in VetBiz Registry (https://www.vip.vetbiz.gov//) to be considered as a SDVOSB or VOSB source. The NAICS Code is 541380 and the Size Standard is $14 million. Responses must be received by no later than 4 pm CST, August 29, 2013. Responses may be emailed to bill.geary@va.gov using "VA256-13-R-1834 - Radiation Safety Services" in the subject line. Facsimile or Telephonic responses will not be accepted. Simply responding as an "interested party" in www.fbo.gov doesn't constitute your company as a source. Offerors must provide the above requested information. After a review of the responses to this Sources Sought Notice, a solicitation announcement may be published on the FBO website in the near future. Responses to this Sources Sought Notice are not and will not be considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Sources Sought Notice. All interested parties are reminded to be registered with the System for Award Management (SAM) at https://www.sam.gov in order to be eligible for award of Government contracts.
