- Attachment 1-SOO, ADR Sand Tables & Model Sets DESCRIPTION OF REQUIREMENT: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is FA8051-13-RFQ-ADR Sand Tables. The 772 ESS/PKH Contracting Squadron, Tyndall AFB, Florida, requires the following: Provide all labor, equipment, materials, supervision, and incidentals necessary to perform all work required to produce three Airfield Damage Repair (ADR) training sand tables and model sets. DESCRIPTION OF REQUIREMENT: The solicitation document, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-69 effective 1 Aug 2013, Defense Federal Acquisition Regulation DCN 20130808 effective 8 Aug 2013, and Air Force Federal Acquisition Regulation AFAC 2013-0327 effective 27 March 2013. This acquisition is a 100% Total Small Business Set-Aside under the North American Industry Classification System Code (NAICS) 339999, All Other Miscellaneous Manufacturing. The business size standard is 500 employees. A firm fixed price contract will be awarded. The contract will be awarded with one Contract Line Item Number (CLIN). All interested parties must bid on all items in-accordance-with (IAW) attached Statement of Objectives (SOO). Please note the delivery requirements are FOB Destination. CLIN Description QTY Unit of Issue 0001 ADR Sand Tables and Model Sets IAW SOO 3 Each (See attachment 1) BASIS FOR AWARD: Award will be made to the offeror which provides the best value to the Government. Technical Requirements are significantly more important than cost or price. The Government also reserves the right to make no award at all. Please provide responses to the following Technical Requirements and include this information with your proposed price IAW this Request for Quote (RFQ). Technical Requirements 1. The following format is to be used for submission of responses to the subsequent technical requirements identified as an element of this RFQ. The page size for the responses is 8.5" X 11", landscape or portrait, Times New Roman, with the font size at least 10. Due to Tyndall AFB email size limitations, the total size of a proposal submission shall not exceed five megabytes (5-MB) of data; recommend all offerors confirm the receipt of all emailed proposals via telephone call to the Contracting Officer or Contract Administrator identified in this RFQ. 2. Table Sets. 2.1. Contractor shall have experience building commercial grade cabinet work (carpentry) for the purpose of scale model displays (architectural or other). Provide up to one (1) page of credentials with proposal submission. 2.2. Contractor shall have the proven ability to produce as-built drawings for the ADR training sand table sets. Contractor shall include one (1) example of construction drawings with a written explanation of content, up to two (2) pages, with proposal submission. 3. Model Sets. 3.1. Contractor shall have experience developing 3D models in SolidWorks and/or 3D Studio Max. Contractor shall provide up to one (1) page of past performance documentation with proposal submission. 3.2. Contractor shall include no less than three (3) examples of drawings of 3D models and include a written description, up to two (2) pages, with proposal submission. 3.3. Contractor shall have experience producing water tight solid models. Contractor shall include no less than three (3) examples. Contractor shall include photographs and up to two (2) written pages explaining their experience in manufacturing water tight solid models with proposal submission. 4. Working Surface Graphics. 4.1. Contactor shall have experience with Adobe Creative Suite creating digital products. Provide up to one (1) page of past performance documentation with proposal submission. 4.2. Contractor shall include no less than three (3) examples of graphic imagery produced in support of a modeling project and a written explanation, up to two (2) pages, with proposal submission. 5. Fabrication of Craters. 5.1. Contractor shall provide a narrative, up to three (3) pages, on how they propose to fabricate the craters identified in section 2.1 of the attached SOO. 6. Deliverable Plan. 6.1. Contractor shall provide a tentative plan, up to three (3) pages, on how they propose to meet the Target Deliverables identified in 3.0 of the attached SOO. Plan shall include tentative dates of completion and information on subcontractor(s) if subcontractor(s) are to be used.
