Description
Solicitation The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service Training Division (NWSTD), has a need for development of a storm surge training module that will be available for emergency managers, meteorologist, and decision makers to use. This is a combined synopsis/solicitation for commercial items in accordance with FAR Part 12, as supplemented with additional information included in this notice. This procurement is a total set aside for small businesses. The North American Industry Classification System (NAICS) code is 541712. The Government anticipates a firm-fixed price contract. The period of performance is approximately 1 year. The Statement of Work, solicitation, provisions and clauses are attached. Proposals are limited to a total of 20 pages and should not include marketing material. The factors are listed in descending order of importance. Each evaluation factor should be organized as a separate volume or section as follows: 1. Past Performance: The ideal contractor would possess twenty plus years of experience in developing training materials with a concentration in the atmospheric sciences, specifically hydrometeorology. This training based organization should have an established online library of training modules and materials focused on hydrometeorological phenomena, which is available to NWS scientists, emergency managers, as well as the general public, which has been in use for over five years with over 250,000 registered. Demonstrated knowledge of NWS operations is essential. 2. Technical Approach: The technical approach will be evaluated against the contractor's ability to address the objective and duties referenced in the respective sections above. The contractor must demonstrate use of industry-standards and instructional design technique. 3. Key Personnel: The company shall have a minimum of 20 years of training development experience in the atmospheric sciences, and in-depth knowledge of NWS operations and organizational training standards. An experienced training developer with ten plus years of experience and an instructional designer with ten plus years of experience must be on staff. It is critical that these individuals have direct access to subject matter experts in the area of storm surge. The objective of the Government is to select the offer that is the best value to the Government. Award will be made to the responsible and responsive Contractor whose offer represent the best value. Pricing should be submitted on the attached SF1449. While Cost/Price will not receive an adjectival rating, it will be evaluated. Award will be based on an integrated assessment of offers using all factors in the solicitation. The Government reserves the right to make no award and will not be liable for any costs incurred in response to this solicitation.
