- Description
- The National Institute of Standards and Technology (NIST)/Acquisition Management Division on behalf of the NIST/Nuclear Magnetic Resonance Group (NMR) group at the Hollings Marine Laboratory in Charleston, SC, intends to negotiate on a sole source basis with Bruker-Biospin Corporation of Billerica, MA, for a SampleJET-Dual Mode Automated Sample Chamber. The NMR focuses on NMR-based Metabolomics research. This is a field of study requiring very rigid and controlled experimental protocols. The conditions for sample analysis on the nuclear magnetic resonance instrument are crucial for consistent, high-quality analysis. The use of an automated sample changer is required to facilitate the numerous samples that need to be analyzed in a project, and the environment of the samples that are queued for analysis may affect the stability and integrity of the samples. To meet mission requirements, the NMR group needs the ability to control the sample environment with a higher degree of precision and to increase the number of samples being analyzed. The required SampleJet is a robotic sample changing device which provides the capability of automated sample handling and data collection. This will provide high throughput sample handling for NMR tubes, augment existing capabilities, upgrade the NMR's existing sample changer, the 700 MHz Avance-2, and provide additional capacity, flexibility and sample temperature control. The Avance-2 does not have temperature control. This is a crucial factor that has to be considered in experiment design. Temperature control is essential in yielding technically defensible and reproducible analytical data. The Avance-2, is manufactured by Bruker. The required SampleJet is an accessory that connects to the Avance-2, physically interfaces with the Avance-2, including interfacing and connecting to all mechanical and electrical connections, and has the same software configuration and data output so that the operation of the Avance-2 NMR spectrometer is enhanced through automated sample handling. Bruker-Biospin has proprietary rights to the sample changer and is the sole manufacturer and distributor of the sample changer. Bruker-Biospin has no authorized resellers and is, therefore, the sole supplier for the required equipment. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by September 6, 2013, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
