- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Mission and Installation Contracting Command at Fort Jackson, SC intends to make a sole source award to Alter-G, INC at 48438 Milmont DR Freemont, CA 94538-7326 (USA) for an Anti Gravity Treadmill at Fort Jackson. The proposed contract action is for an Anti Gravity Treadmill and installation for which the Government intends to solicit and negotiate with only one source under the authority of 10 USC 2304(c) (1) and FAR 6.302. This procurement is being conducted under Simplified Acquisition Procedures (SAP) Soliciting from a single source authorized by FAR Subpart 13.106-1(b)(1). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. This notice of intent to award is not a request for competitive proposals. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: The Alter-G F320 Anti Gravity Treadmill provides optimal range of motion for natural gait retraining in advance of return to on-ground running. It enables a precise running motion, careful progression capabilities, and a clear view of the patient's legs for master fitness trainers (MFT) to coach and refine. The unique 1% weight adjustments of these machines allow pain to be controlled in a way that reduces the risk of a re-injury setback. Body weight can be reduced to an equivalent of 20% of actual weight, the equivalent to walking on the moon. Alter-G F320 Treadmill machines can assist in preventing bone stress fracture injuries; patients who have had knee ligaments repaired can benefit from the F320 by beginning to run pain-free while jogging after post-surgery with 50% body weight reductions. Alter-G's Treadmills defies gravity by applying a lifting force to the body that reduces weight on the lower extremities. Other traditional treadmills sold by other manufactures suspend the patents via a pelvic harness which can further injure the patient. This is much faster than current rehabilitation protocols which consider running motions safe at 4 months. The Alter-G treadmill also facilitates the highest level of understanding of movement in the shortest possible timeframe. It allows MFT instructors to teach and analyze muscle activation and movement technique to a student population like the MFTs. The Alter-G quickly illustrates the role of precise muscle activation in exercise execution in a way that would otherwise take years for exercise scientists to understand. Alter-G, INC offers the only treadmill that uses differential air pressure to incrementally and progressively permit patients with lower extremity injuries to exercise in a stress free anti-gravity environment. The Alter-G anti-gravity treadmill creates an environment for patients to perform their normal motions, pain-free.
